Report 5: Openness to the International Francophone Community: Optimizing Francophone Immigration to Canada

On Friday, April 21, 2023, the committee adopted the following motion:

That, pursuant to Standing Order 108(3)(f), the committee undertake a study on the challenges and opportunities associated with increasing Francophone immigration as well as settlement services needs across Canada; that, in the context of this study, the committee:

a. examine the consular services needed abroad to support immigrants from Francophone countries, notably Africa, as well as the services to be implemented across Canada to achieve the previously set goals for Francophone immigration;

b. examine the resources and supports needed for settlement services in across Canada to ensure successful economic and social integration of Francophone immigrants and sustainable development of Francophone communities;

c. propose a plan, including a deadline, to improve the approval rate for applications from French-speaking immigrants, considering the economic impact of this increase;

That the committee allocate a minimum of five meetings to this study; that the testimonies and documents collected by the committee during the study of Francophone Immigration across Canada be taken into consideration by the committee during the present study; that the committee report its findings and recommendations to the House; that, in accordance with Standing Order 109, the committee request a comprehensive response from the government; and that the members of the committee submit their list of suggested witnesses related to the study to the clerk of the committee no later than Monday, May 8, 2023
