The Committee proceeded to the consideration of matters related to Committee business.

It was agreed, — That the Committee thank Randy Boissonneault M.P., for his excellent work as the Parliamentary Secretary to the Minister of Canadian Heritage; expresse their appreciation for his collaborative approach and his support of the Committee’s work, as well as his dedication to the cause of official languages and official language minority communities; and wish him continued success in his new role as the Special Advisor on LGBTQ2 issues.

It was agreed, — That the Committee proceed to sit in camera.

At 11:14 a.m., the sitting was suspended.

At 11:15 a.m., the sitting resumed in camera.

It was agreed, — That the Committee invite the Treasury Board Secretariat and specifically, Marc Tremblay, Executive Director of Official Languages, Governance, Planning and Policy Sector, to appear before the Committee on Thursday, February 2, 2017, from 11:00 a.m. to 12:00 p.m. to explain the written response provided to the Committee on December 16, 2016, regarding accountability measures for official languages.

It was agreed, — That the Committee invite the International Association of Conference Interpreters and the Association of Linguistic Services Managers to appear on Tuesday, February 7, 2017, from 11:00 a.m. to 12:00 p.m. regarding the government response to the Committee’s second report, entitled Study of the Translation Bureau.

It was agreed, — That the Committee undertake a study to determine whether Canada’s census questionnaire can currently detect all the students who have a right to be educated in the minority official language, as provided by section 23 of the Canadian Charter of Rights and Freedoms; that it make recommendations to the government on this matter; and that it report its findings to the House.

It was agreed, — That, as part of its study on the issues surrounding the determination of the number of rights holders under section 23 of the Canadian Charter of Rights and Freedoms, the Committee invite Jean-Pierre Corbeil, Assistant Director, Social and Aboriginal Statistics Division, Statistics Canada, to appear on Tuesday, February 7, 2017, from 12:00 p.m. to 1:00 p.m.

It was agreed, — That the Committee hear witnesses on Tuesday, February 14, Thursday, February 16, and Tuesday, February 21, 2017, as part of its study on the issues surrounding the determination of the number of rights holders under section 23 of the Canadian Charter of Rights and Freedoms.

It was agreed, — That the Minister of Public Services and Procurement, the Honourable Judy Foote, appear before the Committee on Thursday, February 9, 2017, from 11:00 a.m. to 12:00 p.m. regarding the official government response to the Committee’s second report, entitled Study of the Translation Bureau, and that her officials answer the Committee members’ questions from 12:00 p.m. to 1:00 p.m.

It was agreed, — That the Clerk take the necessary steps to organize a tour of Air Canada’s training centre for Committee members on Thursday, February 23, 2017.

It was agreed, — That the Committee invite the President of Air Canada, Calin Rovinescu, to appear on Tuesday, March 7, 2017, from 11:00 a.m. to 12:00 p.m. and Air Canada officials, from 12:00 p.m. to 1:00 p.m.

It was agreed, — That the Committee examine the matter of bilingualism among Members of Parliament on Tuesday, March 21, 2017.

At 12:00 p.m., the sitting was suspended.

At 12:18 p.m., the sitting resumed.

It was agreed, — That the Committee undertake a study on the full implementation of the Official Languages Act in the Canadian justice system for five (5) meetings: Thursday, March 23, Tuesday, April 4, Thursday, April 6, Tuesday, April 11, and Thursday, April 13, 2017.

At 12:51 p.m., the sitting was suspended.

At 12:54 p.m., the sitting resumed in public.

Sylvie Boucher gave notice of the following motion:

That the Committee request that the parliamentary secretary to the Minister of Canadian Heritage, Mr. Sean Casey, communicates with Canadians in both official languages while in Ottawa as well as on social media.

John Nater gave notice of the following motion:

That the Committee request that the Prime Minister issue a written response to the Committee within 30 calendar days explaining and justifying his use of the majority language in a minority language context.
