A meeting of the Board of Internal Economy of the House of Commons was held on Monday, May 28, 2012 at 11:30 a.m., in Room 112-N, Centre Block.

In the Chair: The Honourable Andrew Scheer, Speaker of the House of Commons

Present: The Honourables Peter Van Loan, Gordon O'Connor and Rob Merrifield; Mr. Nathan Cullen; Mrs. Nycole Turmel and Ms. Judy Foote

Secretary to the Board: Audrey O'Brien, Clerk of the House of Commons

Also Present: Mark Watters, Chief Financial Officer; Jennifer Wall, Director of Audit and Review ; Richard Denis, Deputy Law Clerk and Parliamentary Counsel; Kathryn Butler Malette, Chief Human Resources Officer; and Suzanne Verville, Secretariat

Tabling of Minutes

The minutes of the meeting of April 23, 2012 were approved for tabling.

Minutes of Previous Meeting

The minutes of the meeting of April 30, 2012 were adopted.

Administration

Internal Audit

The Board took note of the Internal Audit Charter, the Internal Audit Plan for 2012-2013 and a presentation on the integration of risk into the management framework of the House of Commons Administration.

b) Auditor General

The Board took note of the proposed communications strategy for the tabling of the report on the performance audit of the House of Commons Administration by the Office of the Auditor General.

Further to the meeting of April 30, 2012 , the Board took note of the amendment made to a paragraph of the draft report.

Members' Allowances and Services

a) Speaker's and Deputy Speaker's Accommodation Allowances

The Board agreed to terminate the payment of the annual accommodation allowances to the Speaker and the Deputy Speaker, effective December 31, 2012.

b) Supplementary Business Liability Insurance – Personal Vehicle

The Board agreed to allow Members to charge to their Member's Office Budget the cost of supplementary business liability insurance for personal vehicles owned by their regular employees, under specific conditions.

c) Accommodation Expenses

The Board approved a change in policy to allow the reimbursement of accommodation expenses for Members as a charge against the Travel Status Expenses Account when their spouse and/or dependants are visiting the Member in the National Capital Region, under specific conditions.

Other Business

The Board took note of a letter from the Minister of Canadian Heritage and Official Languages and requested further information.

Use of Parliamentray Resources

The Board agreed to consider the issue at its next meeting.
