The Standing Committee on Health met at 1:23 p.m. this day, in the Windsor Ballroom, ROYAL MERIDIEN KING EDWARD HOTEL, Toronto, Ontario, the Chair, Bonnie Brown, presiding.

Members of the Committee present: Gilbert Barrette, Carolyn Bennett, Bonnie Brown, Jeannot Castonguay, Rob Merrifield and Svend Robinson.

In attendance: Library of Parliament: Nancy Miller Chenier, Analyst.

Witnesses: As Individual: Michael Rachlis, Private consultant in health policy. Medical Reform Group: Joel Lexchin, Associate Professor, York University School of Health Policy and Management; Rosanna Pellizzari, Member of the Steering Committee; Brad Macintosh, Member of the Steering Committee. ESI Canada: Jean Joubert, President; Steven Semelman, Vice-president, Health Management Operations. Green Shield Canada: Vernon Chiles, Vice Chair of the Board. Alliance for Access to Medical Information: Anne Kothawala, President and Chief Executive Officer, Canadian Newspapers Association; Sandra Graham, Senior Vice-President, Public Affairs of the Canadian Association of Broadcasters.

Pursuant to Standing Order 108(2) and the motion adopted by the Committee on February 17, 2003, the Committee resumed its study of Prescription Drugs.

Rosanna Pellizzari, Brad MacIntosh, Joel Lexchin and Michael Rachlis made statements and answered questions.

At 2:30 p.m., the sitting was suspended.

At 2:43 p.m., the sitting resumed.

Jean Joubert, Vernon Chiles and Anne Kothawala made statements and, with the other witnesses, answered questions.

At 4:00 p.m., the Committee adjourned to the call of the Chair.
