Meeting No. 34

Tuesday, November 27, 2001

The Standing Committee on Aboriginal Affairs, Northern Development and Natural Resources met at 11:15 a.m. this day, in Room 371, West Block, the Chair, Raymond Bonin, presiding.

Members of the Committee present: Larry Bagnell, Gérard Binet, Raymond Bonin, Reed Elley, John Finlay, John Godfrey, Nancy Karetak-Lindell, Richard Marceau, Benoît Serré, Maurice Vellacott.

Acting Members present: Rodger Cuzner for Jean-Guy Carignan, Beth Phinney for Guy St-Julien.

In attendance: From the Library of Parliament: Jean-Luc Bourdages; Mary Hurley, researchers.

Witnesses: From the Government of Alberta: Neil Reddekopp, Executive Director, Aboriginal Land Claims.

Pursuant to its Order of Reference of Monday, October 22, 2001, the Committee resumed consideration of Bill C-37, An Act to facilitate the implementation of those provisions of first nations' claim settlements in the Provinces of Alberta and Saskatchewan that relate to the creation of reserves or the addition of land to existing reserves, and to make related amendments to the Manitoba Claim Settlements Implementation Act and the Saskatchewan Treaty Land Entitlement Act (See Minutes of Proceedings, Thursday, November 22, 2001, Meeting No. 33).

Neil Reddekopp made a statement and answered questions.

The Committee proceeded to Clause-by-Clause consideration of the Bill.

Pursuant to Standing Order 75(1), consideration of Clause 1 was postponed.

Clauses 2 to 14 carried inclusively.

Schedule 1 carried.

The title carried.

Clause 1 carried.

The Bill carried without amendments.

ORDERED, -- That the Chair report Bill C-37 without amendments to the House as the Ninth Report of the Committee.

At 12:40 p.m., the sitting was suspended.

At 12:47 p.m., by unanimous consent, the sitting resumed in camera.

It was agreed, - That the Chair table the eight and ninth Reports of the Committee on Wednesday, November 28, 2001.

It was agreed, - That the Kaska Nation be invited to make a written submission regarding Bill C-39 to the Committee.

It was agreed, - That the White River First Nation be invited to make a written submission regarding Bill C-39 to the Committee.

At 1:05 p.m., the Committee adjourned to the call of the Chair.
