MINUTES OF PROCEEDINGS

Meeting No. 6

Thursday, November 25, 1999

The Human Resources Development and the Status of Persons with Disabilities met at 11:10 a.m. this day, in Room 308, West Block, the Chair, Peter Adams, presiding.

Member(s) of the Committee present: Peter Adams, Paul Crête, Jean Dubé, Raymonde Folco, Christiane Gagnon, John Godfrey, Judi Longfield, Rey Pagtakhan, Karen Redman and Maurice Vellacott.

Acting Member(s) present: Murray Calder for Larry McCormick, Julian Reed for Andy Scott, Joe Jordan for Bonnie Brown, R Limoges for Bryon Wilfert and Maurice Dumas for Stéphan Tremblay.

In attendance: From the Library of Parliament: Sandra Harder, Researcher; Kevin Kerr, Researcher; Bill Young, Researcher.

Witness(es): From the Department of Human Resources Development Canada: David Good, Assistant Deputy Minister, Human Resources Investment Branch; Thomas Townsend, Director General, Learning and Literacy Directorate.

Pursuant to Standing Order 108(2), a status report on the report "Post-Secondary Education Ensuring Access: Assistance for Post-Secondary Students".

The Committee resumed consideration of the motion:

"That the government be condemned for its weak response to the unanimous recommendations of the Standing Committee on Human Resources Development that were made with a view to resolving the crisis in the system of administering social insurance numbers, a matter that was put before the Committee by the Auditor General and, asks to hear the Auditor General in order to ascertain his assessment of the Government's response"

Jean Dubé moved, the following amendment, -- That the motion be amended by striking out the words "that the government be condamned" and substituting the following:

"that the Department of Human Resources be blamed".

After debate, the question being put on the amendment it was, by a show of hands negatived: YEAS: 5; NAYS: 9

Paul Crête moved, - That the Committee vote in two parts on the motion. The Chair ruled:

RULING BY THE CHAIR

The Committee has one motion being debated before it, and has there is no consent to divide it the vote should be on the entire motion.

The question being put on the main motion it was, by a show of hands negatived: YEAS: 5; NAYS: 9

At 11:23 the Committee proceeded to consider the status report on the Committee's report "Ensuring Access: Assistance for Post-Secondary Students"

David Good made a statement and with the other witness answered questions.

At 12:35 p.m., the Committee adjourned to the call of the Chair.
