MINUTES OF PROCEEDINGS

Meeting No. 5

Tuesday, November 23, 1999

The Human Resources Development and the Status of Persons with Disabilities met at 11:07 a.m. this day, in Room 705, La Promenade Building, the Chair, Peter Adams, presiding.

Member(s) of the Committee present: Peter Adams, Paul Crête, Libby Davies, Jean Dubé, Raymonde Folco, Christiane Gagnon, John Godfrey, Larry McCormick, Rey Pagtakhan and Bryon Wilfert.

Acting Member(s) present: Rick Limoges for Bonnie Brown, Carolyn Bennett for Judi Longfield, John McKay for Karen Redman, Murray Calder for Andy Scott, Eric Lowther for Diane Ablonczy, Deborah Grey for Dale Johnston and Monique Guay for Stéphan Tremblay.

In attendance: From the Library of Parliament: Sandra Harder, Researcher; Bill Young, Researcher.

Witness(es): From the Department of Human Resources Development Canada: Claire Morris, Deputy Minister; Marta Morgan, Director, Children's Policy.

Pursuant to Standing Order 108(2), a status report on the report of the Sub-Committee on Children & Youth at Risk tabled in June 1999.

It was moved by Paul Crête that the Committee consider as the first item of business, before hearing witnesses the motion:

That the government be condemned for its weak response to the unanimous recommendations of the Standing Committee on Human Resources Development that were made with a view to resolving the crisis in the system of administering social insurance numbers, a matter that was put before the Committee by the Auditor General and, asks to hear the Auditor General in order to ascertain his assessment of the Government's response

and requests that the question be now put. The Chair ruled:

RULING BY THE CHAIR

As per the notice received, the first item of business is to hear witnesses. The Committee will proceed to discuss the other motions thereafter under other business. Furthermore, a motion to close debate by requesting the previous question - That the question be now put, is not admitted in committee.

Whereupon, Libby Davies appealed the decision of the Chair.

And the result of the vote, by show of hands, having been announced as an equality of voices: YEAS, 7: NAYS 7; the Chair declared his decision was sustained.

At 11:40 a.m. the Committee proceeded to consider the status of the report of the Sub-Committee on Children and Youth at Risk tabled in June 1999.

Claire Morris made a statement and with the other witness answered questions.

It was agreed that a press release be sent announcing the creation of the Sub-Committee on Children & Youth at Risk.

On motion of Jean Dubé, it was agreed that the following motion

be dealth with as a first item of business at the meeting scheduled Thursday, November 25th.

It was agreed that the Committee meet with a delegation of members of the Swedish Committee on the Labour Market during their visit in Ottawa, March 1st, 2000.

On a motion of Bryon Wilfert it was agreed that the Committee be permitted to televise meetings on November 30th and December 2nd depending on the availability of room and equipment.

At 12:56 p.m., the Committee adjourned to the call of the Chair.
