MINUTES OF PROCEEDINGS

Meeting No. 111

Thursday, May 6, 1999

The Standing Committee on National Defence and Veterans Affairs met at 9:01 a.m. this day, in Room 536, Wellington Building, the Chair, Pat O'Brien, presiding.

Members of the Committee present: Robert Bertrand, Hec Clouthier, Gordon Earle, Jim Hart, René Laurin, Pat O'Brien, John O'Reilly, David Pratt, David Price, John Richardson and Bob Wood.

In attendance: From the Library of Parliament: Corinne McDonald, Researcher.

Witnesses: From Bristol Aerospace: Bill Matthews, Vice-President, Market & Contract. From Sikorsky Canada Inc.: Joseph Haddock, Director, International Business Canada.

Pursuant to Standing Order 108 (2), the Committee resumed consideration of a study on Contracting and Procurement.

David Pratt moved, - That the Committee adopt the following new rotation for the questioning of witnesses:

1) Reform - 7 minutes

2) B.Q. - 7 minutes

3) Liberal - 7 minutes

4) N.D.P. - 7 minutes

5) P.C. - 7 minutes

6) Reform - 5 minutes

7) Liberal - 5 minutes

8) from Opposition Parties to Liberal Party for the remainder of the time.

After debate, the question being put on the motion, it was agreed to.

Bill Mathews and Joseph Haddock made opening statements and answered questions.

At 10:58 a.m., the Committee adjourned to the call of the Chair.
