The subcommittee proceeded to the consideration of matters related to subcommittee business.

It was agreed, — That the subcommittee conduct a study of the arrest and detention by the Hong Kong authorities of the pro-democracy activist and publisher of the Apple Daily newspaper, Jimmy Lai; that the study consist of at least two meetings, including consideration of the broader context of media freedom in Hong Kong; and that members submit their lists of requested witnesses to the clerk no later than Friday, February 2, 2024.

It was agreed, — That the proposed budget in the amount of $30,500, for the study of the detention of Jimmy Lai in Hong Kong, be adopted, provided that witnesses be encouraged to participate remotely and that witnesses who appear in person be authorized for reimbursement of roundtrip airfare up to a maximum of $5,000.

Pursuant to Standing Order 108(2) and the motion adopted by the subcommittee on Friday, April 28, 2023, the subcommittee resumed its study of situation of the Hazaras in Afghanistan.

The subcommittee proceeded to give drafting instructions to the analysts for a draft report.

Pursuant to Standing Order 108(2) and the motion adopted by the subcommittee on Tuesday, October 17, 2023, the subcommittee resumed its study of international disability-inclusive education.

The subcommittee commenced consideration of a draft report.

At 5:37 p.m., the subcommittee adjourned to the call of the Chair.
