Pursuant to Standing Order 106(2), the clerk of the committee presided over the election of a vice-chair.

On motion of Michael D. Chong, it was agreed, — That Garnett Genuis be elected First Vice-Chair of the committee.

• Evgenia Kara-Murza, Advocacy Coordinator of the Free Russia Foundation
• Hon. Irwin Cotler, P.C., Founder and International Chair of the Raoul Wallenberg Centre for Human Rights
Pursuant to Standing Order 108(2) and the motion adopted by the committee on Monday, January 31, 2022, the committee resumed its study of the situation at the Russia-Ukraine border and Implications for peace and security.

Evgenia Kara-Murza and Irwin Cotler made statements and answered questions.

At 5:47 p.m., the sitting was suspended.

At 5:56 p.m., the sitting resumed in camera.

The committee proceeded to give drafting instructions to the analysts for a draft report.

It was agreed, — That the clerk and analysts of the committee, in consultation with the Chair, prepare a news release in relation to the appearance of Evgenia Kara-Murza and Irwin Cotler.

It was agreed, — That the evidence and documentation received by the committee during the 1st Session of the 44th Parliament in relation to the study of the export of Russian Gazprom turbines be taken into consideration by the committee during their study of the situation at the Russia-Ukraine border and implications for peace and security.

The committee proceeded to the consideration of matters related to committee business.

It was agreed, — That the draft news release, in relation to the presentation of the report on the study of vaccine equity and intellectual property rights, be adopted.

It was agreed, — That the committee hold a meeting on the situation in Haiti on Monday, October 24, 2022.

At 6:38 p.m., the committee adjourned to the call of the Chair.
