Minutes of Proceedings
The committee resumed consideration of the motion of Rick Perkins moved on Thursday, September 21, 2023, which read as follows:
That the committee express its disappointment with the regulatory environment created by this government that has led to tidal power projects pulling out of Canada and acknowledges that one of the primary factors contributing to the departure of these capital investments has been recent changes that have created an intricate regulatory landscape.
Michael Kram moved, — That the motion be amended by replacing the words “tidal power projects pulling out of Canada” with the following “Sustainable Marine Energy to withdraw a tidal energy project that would have generated clean electricity from the Bay of Fundy”.
Debate arose thereon.
The question was put on the motion and it was negatived on the following recorded division:

NAYS: Shafqat Ali, Taylor Bachrach, Sophie Chatel, Lloyd Longfield, Monique Pauzé, Leah Taylor Roy, Adam van Koeverden — 7.
Lloyd Longfield moved, — That the motion be amended by:
- replacing the words “express its disappointment with the regulatory environment created by this government that has led to” with the words “undertake a three-meeting study on”;
- replacing the words “pulling out of” with the words “in Atlantic”;
- replacing the words “and acknowledges that one of” with the words “pursuant to Standing Order 108(2); that the committee examine”;
- replacing the words “contributing to the departure of” with the words “the primary factors”;
- replacing the words “has been recent changes that have created an intricate” with the words “in decisions related to”;
- adding the words “including the” before the words “regulatory landscape;”; and
- adding the words “that the committee invite relevant federal officials, tidal power industry representatives, fisheries representatives, indigenous representatives, and provincial government representatives and that, pursuant to Standing Order 109, the government table a comprehensive response to the report.” after the words “regulator landscape;”.
At 12:01 p.m., the sitting was suspended.
At 12:11 p.m., the sitting resumed.
Rick Perkins moved, — That the amendment be amended by adding after the words “regulatory landscape” the following: “including, but not limited to, the shutdown of the Sustainable Marine Energy project”.
Taylor Bachrach moved, — That the subamendment be amended by deleting the words “, shutdown of the”.
After debate, the question was put on the subamendment of Taylor Bachrach and it was agreed to.
After debate, the question was put on the subamendment of Rick Perkins, as amended, and it was agreed to.

The motion, as amended, read as follows:
That the committee undertake a three-meeting study on tidal power projects in Atlantic Canada pursuant to Standing Order 108(2); that the committee examine the primary factors in decisions related to these capital investments including the regulatory landscape and including, but not limited to, the Sustainable Marine Energy project; that the committee invite relevant federal officials, tidal power industry representatives, fisheries representatives, indigenous representatives, and provincial government representatives and that, pursuant to Standing Order 109, the government table a comprehensive response to the report.
On motion of Lloyd Longfield, it was agreed, — That the committee look into travelling to Fort McMurray and Fort Chipewyan, Alberta to witness the environmental damage caused by the Kearl tailings pond leak. That the committee and its analysts use the evidence gathered on this expedition to be part of the study on freshwater, and any future study on the tailings ponds leaks. That the clerk of the committee be empowered to draft a travel budget and present it to the committee, and that the committee review this travel budget no later than Wednesday, October 18, 2023.
