Pursuant to the order of reference of Monday, October 26, 2020, the committee resumed its study of the emergency situation facing Canadians in light of the COVID-19 Pandemic.

The witnesses made statements and answered questions.

It was agreed, — That a proposed budget in the amount of $ 4,125.00, for the study of the emergency situation facing Canadians in light of the the COVID-19 pandemic, be adopted.

At 1:30 p.m., the sitting was suspended.

At 1:32 p.m., the sitting resumed.

Pursuant to Standing Order 108(2), the committee commenced its study of the subject matter of Supplementary Estimates (A), 2021-22: Votes 1a and 5a under Canadian Food Inspection Agency, Vote 5a under Canadian Institutes of Health Research, Votes 1a, 5a and 10a under Department of Health and Votes 1a, 5a and 10a under Public Health Agency of Canada.

The minister made a statement and, with other witnesses, answered questions.

Jennifer O’Connell raised a point of order regarding the relevancy of the line of questioning.

RULING BY THE CHAIR

The Chair ruled that the line of questioning of Michelle Rempel Garner was outside the scope of the study.

At 2:00 p.m., the sitting was suspended.

At 2:04 p.m., the sitting resumed.

Whereupon, Michelle Rempel Garner appealed the decision of the Chair.

The question: "Shall the decision of the Chair be sustained?" was put and the decision was overturned on the following recorded division:
