Pursuant to the order of reference of Monday, March 8, 2021, the committee resumed consideration of Bill C-14, An Act to implement certain provisions of the economic statement tabled in Parliament on November 30, 2020 and other measures.

Nicolas Moreau answered questions.

The committee commenced its clause-by-clause study of the Bill.

Pursuant to Standing Order 75(1), consideration of Clause 1 (short title) was postponed.

The Chair called Clause 2.

On Clause 6,

Peter Julian moved, — That Bill C-14, in Clause 6, be amended by replacing lines 9 and 10 on page 4 with the following:

“11.3 Beginning on April 1, 2021,”

The Chair ruled the proposed amendment inadmissible because it infringed on the financial initiative of the Crown, as provided on page 772 of House of Commons Procedure and Practice, Third Edition.

Whereupon, Peter Julian appealed the decision of the Chair.

The question: "Shall the decision of the Chair be sustained?" was put and the decision was sustained on the following recorded division:

YEAS: Julie Dzerowicz, Ted Falk, Ed Fast, Peter Fragiskatos, Tamara Jansen, Pat Kelly, Annie Koutrakis, Michael V. McLeod, Francesco Sorbara — 9;
