Pursuant to Standing Order 108(2) and the motion adopted by the committee on Tuesday, October 27, 2020, the committee resumed its study of the impacts of the COVID-19 pandemic on women.

Kevin McCreadie, by videoconference from Toronto, Ontario, and Penny Wise, by videoconference from London, Ontario, made statements.

At 11:12 a.m., the sitting was suspended.

At 11:14 a.m., the sitting resumed.

Vicky Smallman, by videoconference from Ottawa, Ontario, made a statement and, with Kevin McCreadie, by videoconference from Toronto, Ontario, Penny Wise, by videoconference from London, Ontario, and Leah Nord, by videoconference from Ottawa, Ontario, answered questions.

Tracy Smith-Carrier, by videoconference from London, Ontario, and Michelle van Beusekom, by videoconference from Montréal, Quebec, made statements and answered questions.

At 12:33 p.m., the sitting was suspended.

At 12:45 p.m., the sitting resumed in camera.

The committee proceeded to the consideration of matters related to committee business.

It was agreed, — That a proposed budget in the amount of $3,875, for the study of the impacts of the COVID-19 pandemic on women, be adopted.

It was agreed, — That the Subcommittee on Agenda and Procedure meet in December 2020 to provide recommendations on the prioritization of studies.

It was agreed, — That the following motion moved by Lindsay Mathyssen be added to the list of potential studies for consideration and prioritization by the subcommittee:

That, pursuant to Standing Order 108(2), the committee conduct a study on controlling or coercive conduct within intimate relationships. That the committee invite representatives from the Office of the Federal Ombudsman for Victims of Crime, the Royal Canadian Mounted Police, and community and advocacy groups to appear to address rising domestic violence incidents that are characterized by serious harm to the victim suffered even in the absence of overt violence and that the committee also study the proposed creation of a new criminal offence of controlling or coercive conduct as outlined in Private Members' Bill C-247. That the committee report it's findings to the House.

It was agreed, — That the draft report and recommendations on the study of the impacts of the COVID-19 pandemic on women be considered by the committee beginning on Tuesday, December 1, 2020, and that the report be presented to the House in January 2021.

At 1:11 p.m., the committee adjourned to the call of the Chair.
