Pursuant to Standing Order 108(2) and the motion adopted by the committee on Thursday, October 22, 2020, the committee resumed its study of the vulnerabilities created and exacerbated by the COVID-19 pandemic.

Rahul Singh, Alexis Gaiptman and Zaid Al-Rawni made statements and, with Ryan Duly, answered questions.

At 4:30 p.m., the sitting was suspended.

At 4:31 p.m., the sitting resumed.

Pursuant to Standing Order 108(2) and the motion adopted by the committee on Tuesday, December 8, 2020, the committee commenced its study of the Good Friday Accord.

Motion

Jack Harris moved, — That the committee recognize:

(1) the longstanding cultural, familial, political and economic connections between Canada and the people of both the Republic of Ireland and the United Kingdom;

(2) the important role played by Canada in negotiating the Good Friday Agreement and in ensuring the commitments laid out in the treaty were implemented;

(3) that the decision by the United Kingdom to leave the European Union could affect the Good Friday Agreement and the provisions in it regarding the border between the Republic of Ireland and the UK, and;

That the committee calls on the government to ensure that any post-Brexit trade deal between Canada and the United Kingdom be consistent with the principles of the Good Friday Agreement, and;

That the committee report this motion to the House and, pursuant to Standing Order 109, request that the government table a comprehensive response to the report.

Debate arose thereon.

By unanimous consent, after debate, the question was put on the motion and it was agreed to.

The committee proceeded to the consideration of matters related to committee business.

At 4:54 p.m., the sitting resumed in camera.

It was agreed, — That a proposed budget in the amount of $3,375, for the study of the granting of arms export permits, with a particular focus on permits granted for exports to Turkey, be adopted.

It was agreed, — That the clerk proceed with the arrangements for a secure SharePoint site in order to house the documents to be received from Global Affairs Canada; that Members, their identified staff, committee staff and the office of the Law Clerk and Parliamentary Counsel be granted access, and that Members protect the confidential nature of any documents received.

At 5:28 p.m., the committee adjourned to the call of the Chair.
