Pursuant to Standing Order 81(4), the committee resumed consideration of the Main Estimates 2021-22: Vote 1 under Office of the Commissioner of Lobbying, Vote 1 under Office of the Conflict of Interest and Ethics Commissioner, Votes 1 and 5 under Offices of the Information and Privacy Commissioners of Canada and Vote 1 under Office of the Senate Ethics Officer, referred to the committee on Thursday, February 25, 2021.

The Chair called Vote 1 under the the Office of the Conflict of Interest and Ethics Commissioner.

The witness made a statement and answered questions.

By unanimous consent, the Chair called Vote 1 under the Office of the Commissioner of Lobbying; Vote 1 under the Office of the Conflict of Interest and Ethics Commissioner; Vote 1 under the Offices of the Information and Privacy Commissioners of Canada; Vote 5 under the Offices of the Information and Privacy Commissioners of Canada; and Vote 1 under the Office of the Senate Ethics Officer, less the amount granted in Interim Supply.

Vote 1 under the Office of the Commissioner of Lobbying; Vote 1 under the Office of the Conflict of Interest and Ethics Commissioner; Votes 1 and 5 under Offices of the Information and Privacy Commissioners of Canada; and Vote 1 under the Office of the Senate Ethics Officer, less the amount granted in Interim Supply carried on division.

ORDERED,— That the Chair report Vote 1 under the Office of the Commissioner of Lobbying, Vote 1 under the Office of the Conflict of Interest and Ethics Commissioner, Votes 1 and 5 under Offices of the Information and Privacy Commissioners of Canada and Vote 1 under the Office of the Senate Ethics Officer, to the House less the amount voted in the Interim Supply.
The committee proceeded to the consideration of matters related to committee business.

Motion

Charlie Angus moved, — That, pursuant to Standing Order 108(3)(h), the committee invite to appear the Minister of Canadian Heritage to give an update on legislation being developed by the Department that would create a new regulator that would oversee the removal of harmful content from internet platforms, including depictions of child sexual exploitation and videos and images that are shared without consent, as referenced by Public Safety Minister Bill Blair, Justice Minister David Lametti and RCMP Commissioner Brenda Lucki.

Motion

Han Dong moved, — That the motion be amended by adding after the words “Brenda Lucki” the following: “; and that the committee hear from experts on the dark web for one hour, and that the committee invite Melissa Lukings to be a part of that panel”.

At 2:32 p.m., the sitting was suspended.

At 2:39 p.m., the sitting resumed.

The committee resumed consideration of the motion moved by Charlie Angus, and of the amendment moved by Han Dong.

After debate, the question was put on the amendment of Han Dong and it was agreed to on the following recorded division:

The motion as amended read as follows:

Motion

Brenda Shanahan moved, — That, pursuant to the order of reference of Thursday, May 27, 2021, and to Standing Order 111.1(1), Daniel Therrien, nominee for the position of Privacy Commissioner of Canada, be invited to appear on Friday, June 4, 2021, for one hour in relation to his proposed appointment.

Debate arose thereon.

Motion

Michael Barrett moved, — That the motion be amended by replacing the words “be invited to appear on Friday, June 4, 2021, for one hour in relation to his proposed appointment” with the following; “and Minister of Canadian Heritage be invited to appear on Friday, June 11, 2021, each for one hour in relation to Daniel Therrien’s proposed appointment”.

At 3:00 p.m., the sitting was suspended.

At 3:07 p.m., the sitting resumed.

Debate arose thereon.

Motion

Michael Barrett moved, — That the meeting do now adjourn.

The question was put on the motion and the result of the vote was announced:

YEAS: Charlie Angus, Michael Barrett, Colin Carrie, Marie-Hélène Gaudreau, Jacques Gourde — 5;

NAYS: Han Dong, Greg Fergus, Patricia Lattanzio, Brenda Shanahan, Francesco Sorbara — 5.

Whereupon, the Chair voted in the affirmative.

Accordingly, the motion was agreed to.

At 3:18 p.m., the committee adjourned to the call of the Chair.
