Pursuant to Standing Order 108(2) and the motion adopted by the committee on Monday, November 2, 2020, the committee resumed its study of single-use plastics.

Helen Ryan made a statement and, with Marc D'Iorio, Dany Drouin and Jacqueline Gonçalves, answered questions.

At 4:49 p.m., the sitting was suspended.

At 4:55 p.m., the sitting resumed in camera.

The committee proceeded to the consideration of matters related to committee business.

It was agreed, — That the committee proceed to sit in public.

At 5:02 p.m., the sitting was suspended.

At 5:07 p.m., the sitting resumed sitting in public.

The Chair presented the Sixth Report from the Subcommittee on Agenda and Procedure, which read as follows:

Your subcommittee met on Monday, May 3, 2021, to consider the business of the committee and agreed to make the following recommendations:

1. That the committee hear from government officials on the study on single-use plastics for at least one hour on Wednesday, May 5, 2021, and any remaining time be used to commence consideration of a draft report on the study of enforcement of the Canadian Environmental Protection Act.

2. That the committee resume consideration of a draft report on the study of enforcement of the Canadian Environmental Protection Act on Monday, May 10, for at least one hour and that the remaining time be used to provide the Library of Parliament with drafting instructions for a report on the study regarding single-use plastics.

3. That the minister appear on the Main Estimates 2021-22, on Wednesday, May 12, 2021.

4. That once Bill C-12, An Act respecting transparency and accountability in Canada's efforts to achieve net-zero greenhouse gas emissions by the year 2050, has been referred to the committee, the committee hold six meetings regarding the bill, four with witnesses and two for clause-by-clause, and if necessary, the meetings on clause-by clause be schedule for three hours each.

5. That the minister be invited to appear before the committee on Bill C-12, An Act respecting transparency and accountability in Canada's efforts to achieve net-zero greenhouse gas emissions by the year 2050, on Wednesday, May 26, 2021.

6. That members submit their lists of suggested witnesses concerning Bill C-12, An Act respecting transparency and accountability in Canada's efforts to achieve net-zero greenhouse gas emissions by the year 2050, to the office of the clerk by 5:00 p.m. ET on Sunday, May 16, 2021, and that the Chair, clerk and analysts create witness panels which represent the parties on the committee.

7. That the committee issue a press release inviting stakeholder to submit briefs to the committee on Bill C-12, An Act respecting transparency and accountability in Canada's efforts to achieve net-zero greenhouse gas emissions by the year 2050.

Amendment

Raj Saini moved, — That the Sixth Report of the Subcommittee on Agenda and Procedure of the Standing Committee on Environment and Sustainable Development (SENV) be amended as follows:

In clause 4, replace "once" with "given"; replace "four" with "three"; replace "two" with "three"; replace "and if necessary," with "that all"; delete "on clause by clause", replace the final "." with ", and that up to three meetings be scheduled the week of May 17 and up to three meetings be scheduled the week of May 24."

In clause 5, replace "Wednesday, May 26, 2021" with "Monday, May 17, 2021 or as soon as possible thereafter."

In clause 6, replace "Sunday, May 16, 2021" with "Monday, May 10, 2021" .

The question was put on the amendment of Raj Saini and it was agreed to on the following recorded division:

YEAS: Taylor Bachrach, Yvan Baker, Chris Bittle, Lloyd Longfield, Monique Pauzé, Raj Saini, Ya’ara Saks — 7;

NAYS: Dan Albas, Matt Jeneroux, Cathy McLeod, Brad Redekopp — 4.

The question: "That the Sixth Report of the subcommittee, as amended, be concurred in" was put and was agreed to on the following recorded division:

The report, as amended, read as follows:
