Pursuant to Standing Order 108(2) and the motion adopted by the committee on Thursday, October 8, 2020, the committee commenced its study of business risk management programs.

The committee commenced consideration of a draft report.

The committee proceeded to the consideration of matters related to committee business.

It was agreed, — That the First Report from the Subcommittee on Agenda and Procedure, which read as follows, be concurred in:

1. That the committee commence its study of the draft report on business risk management programs.

2. That the Minister of Agriculture be invited to appear for one meeting prior to November 27, 2020, on the topic of the Main Estimates 2020-21.

3. That the Minister of Agriculture be invited to appear for one meeting on the topic of poultry and egg farmer compensation as a result of losses from recent trade agreements, as soon as her schedule allows following the appearance on the Main Estimates 2020-21.

4. That the analysts prepare a briefing document on food processing capacity issues already covered by previous reports of the committee in the 42nd Parliament.

5. That, pursuant to Standing Order 108(2), the committee undertake a study to identify actions that can be taken by the government to ensure stability and renewal of the value chain in the Agri-Food sector, while identifying opportunities and solutions to increase processing capacity and competitiveness in regions across the country to meet the export objective of $75 billion in 2025, as referenced by the Barton Report, while also supporting the goal of increasing local capacity to protect food security while providing safe food for all Canadians; that we identify barriers to increased processing capacity in Canada such as grocery concentration in the market place; that this study include hearings from witnesses with specific knowledge on this topic; that no fewer than six meetings be held to hear from witnesses; and that the committee present its findings with recommendations to the House.

6. That the committee consider undertaking future studies on the following topics: (a) the environment; (b) reciprocity; and (c) irrigation.
