Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Tuesday, June 20, 2017, the Committee resumed its study of Indigenous women in the federal justice and correctional systems.

Ivan Zinger and Marie-France Kingsley made statements and answered questions.

At 4:22 p.m., the sitting was suspended.

At 4:24 p.m., the sitting resumed in camera.

The Committee proceeded to the consideration of matters related to Committee business.

It was agreed, — That the Eleventh Report from the Subcommittee on Agenda and Procedure, which reads as follows, be concurred in:

1. That, in relation to the draft report for the study of economic security of women in Canada, each party submit in both official languages and grouped by theme, their list of recommendations to be included in the draft report by Friday, February 16, 2018;

2. That, in relation to its study of indigenous women in the federal justice and correctional systems:

  1. the Committee travel to Joliette, Quebec, and the Greater Montreal Area, Quebec, to visit a federal women’s correctional facility, and other facilities pertinent to this study;
  2. that the Clerk prepare a travel budget for the Committee’s consideration; and
  3. that the public evidence received by the Standing Committee on Public Safety and National Security, during its meeting on Tuesday, October 31, 2017 (No. 81), Tuesday, November 7, 2017 (No.83), Tuesday, November 21, 2017 (No. 85), Thursday, November 23, 2017 (No. 86), Tuesday, November 28, 2017 (No. 87), be taken into consideration by this Committee for the purpose of its study on indigenous women in the federal justice and correctional systems.

3. That, each party submits to the Clerk two motions as potential topics for the Committee’s next study, no later than Monday, February 12, 2018.

It was agreed, — That, in relation to the study of Indigenous women in the federal justice and correctional systems, the proposed budget in the amount of $ 4,059.45, for the Committee’s travel to Joliette, Quebec, and the Greater Montreal Area, Quebec, in March 2018, be adopted.

At 4:40 p.m., the sitting was suspended.

At 4:42 p.m., the sitting resumed in public.

The Committee resumed consideration of its study of Indigenous women in the federal justice and correctional systems. Questioning of the witnesses resumed.

Claire Carefoot, Ruth Martin, by videoconference from Vancouver, British Columbia, Mo Korchinski, by videoconference from Vancouver, British Columbia, Mary Fayant, by videoconference from Vancouver, British Columbia, Odessa Marchand, by videoconference from Vancouver, British Columbia, and Ruth ScalpLock, by videoconference from Calgary, Alberta, made statements and answered questions.

At 5:32 p.m., the Committee adjourned to the call of the Chair.
