Pursuant to the Order of Reference of Wednesday, April 20, 2016, the Committee resumed consideration of Bill C-10, An Act to amend the Air Canada Public Participation Act and to provide for certain other measures.

The Committee commenced its clause-by-clause study of the Bill.

The witnesses answered questions.

The Chair called Clause 1.

On Clause 1,

Alexandre Boulerice moved, — That Bill C-10, in Clause 1, be amended by deleting lines 13 to 20 on page 1.

After debate, the question was put on the amendment of Alexandre Boulerice and it was negatived on the following recorded division:

YEAS: Alexandre Boulerice — 1;

NAYS: Vance Badawey, Luc Berthold, Kelly Block, Sean Fraser, Ken Hardie, Angelo Iacono, Larry Maguire, Gagan Sikand — 8.

Kelly Block moved, — That Bill C-10, in Clause 1, be amended by adding after line 20 on page 1 the following:

(5) Subsection (4) does not come into force before August 1, 2016.”

Debate arose thereon.

At 4:41 p.m., by unanimous consent and pursuant to Standing Order 115(5), it was agreed that the Committee continue to sit.

At 4:45 p.m., the sitting was suspended.

At 5:16 p.m., the sitting resumed.

The Committee resumed consideration of the amendment of Kelly Block, — That Bill C-10, in Clause 1, be amended by adding after line 20 on page 1 the following:

(5) Subsection (4) does not come into force before August 1, 2016.”

The debate continued.

At 5:46 p.m., by unanimous consent and pursuant to Standing Order 115(5), it was agreed that the Committee continue to sit.

At 6:07 p.m., the witnesses were excused and the sitting was suspended.

At 6:35 p.m., the sitting resumed.

The Committee resumed consideration of the amendment of Kelly Block, — That Bill C-10, in Clause 1, be amended by adding after line 20 on page 1 the following:

(5) Subsection (4) does not come into force before August 1, 2016.”

Clause 3 carried by a show of hands: YEAS: 5; NAYS: 4.

The Title carried by a show of hands: YEAS: 5; NAYS: 2.

The Bill carried on the following recorded division: YEAS: Vance Badawey, Sean Fraser, Ken Hardie, Angelo Iacono, Gagan Sikand — 5; NAYS: Luc Berthold, Kelly Block, Alexandre Boulerice, Larry Maguire — 4.

ORDERED, — That the Chair report the Bill to the House.

The Committee proceeded to the consideration of matters related to Committee business.

On motion of Luc Berthold, it was agreed, — That the Committee travel to Lac-Mégantic, Québec, and environs on Thursday, June 2 and Friday, June 3, 2016.

It was agreed, — That the Committee consider the Supplementary Estimates (A) 2016-17, and that the department and agencies be invited to send appropriate officials to answer questions.

At 6:46 p.m., the Committee adjourned to the call of the Chair.
