The Committee proceeded to the consideration of matters related to Committee business.

It was agreed, — That the briefing note entitled “Political Party Leaders’ Debates in Canada and Selected Jurisdictions” be treated as a public document.

Pursuant to Standing Order 108(3)(a) and the motion adopted by the Committee on Thursday, October 19, 2017, the Committee resumed its study of services and facilities provided to Members of Parliament with young children.

The Committee resumed consideration of a draft report.

It was agreed, — That the draft report, as amended, be adopted.

It was agreed, — That the report be entitled: "Support for Members of Parliament with Young Children".

It was agreed, — That the Chair, Clerk and Analyst be authorized to make such grammatical and editorial changes as may be necessary without changing the substance of the report.

It was agreed, — That, pursuant to Standing Order 109, the Committee request that the Government table a comprehensive response to the report.

It was agreed, — That dissenting or supplementary opinions be submitted electronically, in both official languages, to the Clerk of the Committee, no later than 5:00 p.m. on Wednesday, November 29, 2017.

It was agreed, — That an electronic copy of the report be sent to all Members of Parliament.

ORDERED, — That the Chair present the report to the House.

At 11:34 a.m., the sitting was suspended.

At 11:52 a.m., the sitting resumed in public.

Pursuant to Standing Order 108(3)(a)(vi) and the motion adopted by the Committee on Thursday, November 2, 2017, the Committee resumed its study of the creation of an independent commissioner responsible for leaders’ debates.

The witnesses made statements and answered questions.

Motion

David Christopherson moved, — That, in relation to the study of the creation of an independent commissioner responsible for leaders’ debates, a Member of Parliament who is not a member of a recognized party be allowed to participate in the Committee’s proceedings, and that the Member participating be included in the rotation for the questioning of witnesses.

Debate arose thereon.

At 1:04 p.m., the Committee adjourned to the call of the Chair.
