The Committee proceeded to the consideration of matters related to Committee business.

The Chair presented the Fifth Report from the Subcommittee on Agenda and Procedure, which read as follows:

Your Subcommittee met on Thursday, February 2, 2017, to consider the business of the Committee and agreed to make the following recommendation:

That, on Tuesday, February 7, 2017, the Committee meet with the Hon. Karina Gould, Minister of Democratic Institutions, between 12:00 p.m. and 1:00 p.m.; and, that it consider committee business between 1:00 p.m. and 1:15 p.m.

It was agreed, — That the Fifth Report of the Subcommittee be concurred in.

Pursuant to Standing Order 108(3)(a), the Committee proceeded to a briefing with the Minister of Democratic Institutions.

By unanimous consent, it was agreed, — That, notwithstanding the routine motion adopted on Tuesday, January 26, 2016, the order of questioning for today’s meeting be as follows: First round: Liberal (7 minutes), Conservative (7 minutes), NDP (7 minutes) and Liberal (5 minutes); Second round: Conservative (5 minutes), Liberal (5 minutes), Conservative (5 minutes), Liberal (7 minutes) and NDP (3 minutes); and, that, if requested, the Committee move in camera for the final Liberal questioner.

The Minister made a statement and, with Ian McCowan and Natasha Kim, answered questions.

At 1:03 p.m., the sitting was suspended.

At 1:07 p.m., the sitting resumed in camera.

The Committee proceeded to the consideration of matters related to Committee business.

It was agreed, — That the Committee continue its study of the Chief Electoral Officer’s report entitled "An Electoral Framework for the 21st Century: Recommendations from the Chief Electoral Officer of Canada Following the 42nd General Election" on February 9, 14, 16, 21 and 23, 2017.

It was agreed, — That the Committee invite the Minister of Democratic Institutions to appear for one hour at her earliest convenience at an upcoming meeting in February 2017.

It was agreed, — That the Committee study the Supplementary Estimates (C) on Tuesday, March 7, 2017.

Pursuant to Standing Order 92, the Committee commenced consideration of matters related to C-324, An Act to amend the Controlled Drugs and Substances Act (production of or trafficking in substances).

The Chair presented the First Report from the Subcommittee on Private Members' Business of the Standing Committee on Procedure and House Affairs.

It was agreed, — That the report of the Subcommittee be concurred in.

ORDERED, — That the Chair present the report to the House.

At 1:26 p.m., the Committee adjourned to the call of the Chair.
