Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Tuesday, October 24, 2017, the Committee resumed its study of the Procurement Strategy for Aboriginal Business;

Pursuant to Standing Order 81(4), the Committee commenced consideration of the Main Estimates 2018-19: Vote 1 under Canada Post Corporation, Vote 1 under Canada School of Public Service, Vote 1 under Canadian Intergovernmental Conference Secretariat, Vote 1 under Canadian Transportation Accident Investigation and Safety Board, Votes 1 and 5 under Department of Public Works and Government Services, Vote 1 under Office of the Governor General's Secretary, Vote 1 under Office of the Parliamentary Budget Officer, Vote 1 under Office of the Public Sector Integrity Commissioner, Vote 1 under Privy Council Office, Vote 1 under Public Service Commission, Vote 1 under Senate, Votes 1 and 5 under Shared Services Canada, Votes 1, 5, 10, 20, 25, 30, 35 and 40 under Treasury Board Secretariat, referred to the Committee on Monday, April 16, 2018;

Pursuant to Standing Order 81(7), the Committee commenced consideration of the Report on Plans and Priorities 2018-19 of the Office of the Public Sector Integrity Commissioner of Canada, referred to the Committee on Monday, April 16, 2018.


The Chair called Vote 1 under Office of the Public Sector Integrity Commissioner.

Joe Friday made a statement and, with Brian Radford and Éric Trottier, answered questions.

Kelly McCauley moved, — That the Committee hold a briefing with the Privacy Commissioner, officials, and experts to discuss the Government of Canada’s advertising policy and practice with digital platforms like Facebook and the collection of analytic data from these advertisements that can be used by staff and other political actors at the expense of the Canadian taxpayer, and that the meeting be held no later than Friday, November 30, 2018.

The question was put on the motion and it was negatived, by a show of hands: YEAS: 3; NAYS: 6.

ORDERED, — That the Clerk of the Committee prepare a draft letter for the Committee’s consideration in relation to the Standing Committee on Access to Information, Privacy and Ethics’ study of the breach of personal information involving Cambridge Analytica and Facebook.

At 12:56 p.m., the Committee adjourned to the call of the Chair.
