Pursuant to Standing Order 108(3)(f) and the motion adopted by the Committee on Thursday, September 21, 2017, the Committee commenced its study of access to early childhood services in the minority language.

The Minister made a statement and, with Doug Murphy, answered questions.

At 4:33 p.m., the sitting was suspended.

At 4:35 p.m., the sitting resumed in camera.

The Committee proceeded to the consideration of matters related to Committee business.

At 4:37 p.m., the sitting was suspended.

At 4:37 p.m., the sitting resumed in public.

Motion

René Arseneault moved, — That, pursuant to the Order of Reference of Thursday, November 30, 2017 and to Standing Order 111.1(1), Raymond Théberge, nominee for the position of Commissioner of Official Languages, be invited to appear on Tuesday, December 5, 2017, for one (1) hour in relation to his proposed appointment.

Debate arose thereon.

On motion of Maxime Bernier, it was agreed, — That the motion be amended by replacing the words “one (1) hour” with the words “for a maximun of two (2) hours”.

After debate, the question was put on the motion, as amended, and it was agreed to.

The motion, as amended, read as follows:

That, pursuant to the Order of Reference of Thursday, November 30, 2017 and to Standing Order 111.1(1), Raymond Théberge, nominee for the position of Commissioner of Official Languages, be invited to appear on Tuesday, December 5, 2017, for a maximum of two (2) hours in relation to his proposed appointment.

Motion

François Choquette moved, — That the Committee denounce the non-compliance with subsection 49(1) of the Official Languages Act regarding consultation with the official opposition leaders on the appointment of the new Commissioner of Official Languages; and that it report this to the House before the end of the year.

Debate arose thereon.

After debate, the question was put on the motion and it was negatived on the following recorded division:

YEAS: Maxime Bernier, François Choquette, Bernard Généreux, Cathay Wagantall — 4;

NAYS: René Arseneault, Fayçal El-Khoury, Paul Lefebvre, Darrell Samson, Dan Vandal — 5.

François Choquette gave notice of the following motion:

That the Committee invite the President of the Réseau pour le développement de l'alphabétisme et des compétences (RESDAC) to appear before the Committee in February 2018 to update the Committee on the organization’s current status

At 4:51 p.m., the Committee adjourned to the call of the Chair.
