Pursuant to Standing Order 108(3)(f) and the motion adopted by the Committee on Thursday, April 6, 2017, the Committee resumed its study of the issues related to French-language training in the field of nursing in Canada.

Katherine d'Entremont made a statement and, with Marc Wagg, answered questions.

Alupa A. Clarke moved, — That the Committee study Parts IV, VII and IX of the Official Languages Act in light of the ruling by the Federal Court in Fédération des francophones de la Colombie-Britannique v Canada (Department of Employment and Social Development).

On motion of François Choquette, it was agreed, — That the motion be amended by adding: "; and that the Committee present its report no later than the end of 2018" after the following: “(Department of Employment and Social Development)”.

The amended motion reads as follows: That the Committee study Parts IV, VII and IX of the Official Languages Act in light of the ruling by the Federal Court in Fédération des francophones de la Colombie-Britannique v Canada (Department of Employment and Social Development) and that the Committee present its report no later than the end of 2018.

After debate, the question was put on the motion, as amended, and it was negatived on the following recorded division:

YEAS: Sylvie Boucher, François Choquette, Alupa A. Clarke, Bernard Généreux — 4;

NAYS: René Arseneault, Fayçal El-Khoury, Iqra Khalid, Linda Lapointe, Darrell Samson — 5.

At 1:04 p.m., the sitting was suspended.

At 1:06 p.m., the sitting resumed in camera.

Pursuant to Standing Order 108(3)(f) and the motion adopted by the Committee on Wednesday, January 30, 2018, the Committee resumed its review of support programs for official language minority community media.

It was agreed, — That the draft report, as amended, be adopted.

It was agreed, — That the report be entitled: "Media in the Digital Age: Reconciling Federal Responsibilities to Official Language Minority Communities with New Trends".

It was agreed, — That the Chair, Clerk and Analyst be authorized to make such grammatical and editorial changes as may be necessary without changing the substance of the report.

That, pursuant to Standing Order 109, the Committee request that the Government table a comprehensive response to the report

ORDERED, — That the Chair present the report to the House.

It was agreed, — That the Analyst, and Clerk, in consultation with the Chair, prepare a news release for publication on the Committee's website and for distribution upon presentation of the report to the House.

It was agreed, — That the Clerk of the Committee make the necessary arrangements for a press conference to be held on Monday, June 18, 2018 at 1:15 p.m. after the tabling of the Committee's report to the House.

The Committee proceeded to the consideration of matters related to Committee business.

It was agreed, — That the appearance of the Commissioner of Official Languages on Wednesday, June 13, 2018, be postponed to a later date, and that the meeting be dedicated to the consideration of the draft report as part of the study on the review of the status of official languages in minority settings across Canada.

At 1:28 p.m., the Committee adjourned to the call of the Chair.
