Pursuant to the Order of Reference of Wednesday, March 8, 2017, the Committee resumed consideration of Bill S-217, An Act to amend the Criminal Code (detention in custody).

The Chair called Clause 1.

It was agreed, — That a proposed budget in the amount of $13,700, for the study of Bill S-217, An Act to amend the Criminal Code (detention in custody), be adopted.

Motion

Chris Bittle moved, — That the Committee, pursuant to Standing Order 97.1, recommend that the House of Commons do not proceed further with Bill S-217, An Act to amend the Criminal Code (detention in custody) because:

This bill will cause increased delay in the bail system;

This bill will have the effect of making Canadians less safe by leading to more people released who should be in jail; and

That the Chair present this report to the House.

Debate arose thereon.

The question was put on the motion and it was agreed to, by a show of hands: YEAS: 6; NAYS: 3.

Motion

Sean Fraser moved, — That the Committee send a letter to the Minister of Justice and the Minister of Public Safety and Emergency Preparedness with regard to the issues raised by Bill S-217, An Act to amend the Criminal Code (detention in custody).

Debate arose thereon.

The question was put on the motion and it was agreed to, by a show of hands: YEAS: 6; NAYS: 3.

At 4:52 p.m., the Committee adjourned to the call of the Chair.
