Order in Council Appointment of Anil Arora to the Position of Chief Statistician of Canada

Pursuant to Standing Orders 110 and 111 and the motion adopted by the Committee on Monday, October 31, 2016, the Committee commenced consideration of the Order in Council appointment of Anil Arora to the position of Chief Statistician of Canada, referred to the Committee on Friday, October 21, 2016.

Motion

Alexander Nuttall moved, — That pursuant to Standing Order 108(2), the Committee conduct a pre-budget study on the effects that the recently-announced Liberal Government carbon tax would have on the manufacturing sector; that this study be comprised of no less than four meetings to be held at the Committee's earliest convenience; that departmental officials from Innovation, Science, and Economic Development Canada be in attendance for at least one meeting; that the Committee report its findings and recommendations to the Minister of Innovation, Science, and Economic Development Canada no later than February 15, 2017.

The question was put on the motion and it was negatived on the following recorded division:

YEAS: Earl Dreeshen, Ben Lobb, Brian Masse, Alexander Nuttall — 4;

NAYS: Chandra Arya, Frank Baylis, Majid Jowhari, Lloyd Longfield, Terry Sheehan — 5.

The witness made a statement and answered questions.

Motion

Brian Masse moved, — That the Clerk invite former Chief Statisticians Mr. Munir Sheikh and Mr. Wayne Smith to testify before the Committee.

RULING BY THE CHAIR

The Chair ruled the motion out of order as it did not meet notice requirements.

Whereupon Brian Masse appealed the decision of the Chair.

The question: "Shall the Chair’s ruling be sustained?" was put and was agreed to on the following recorded division:

YEAS: Chandra Arya, Frank Baylis, Majid Jowhari, Lloyd Longfield, Terry Sheehan — 5;

NAYS: Earl Dreeshen, Ben Lobb, Brian Masse, Alexander Nuttall — 4.

Brian Masse gave notice of the following motion:

That the Clerk invite former Chief Statisticians Mr. Munir Sheikh and Mr. Wayne Smith to testify before the Committee.

At 5:27 p.m., the Committee adjourned to the call of the Chair.
