Pursuant to Standing Order 108(2), the Committee commenced consideration of the subject matter of Bill C-86, A second Act to implement certain provisions of the budget tabled in Parliament on February 27, 2018 and other measures.

Trevor McGowan made a statement and, with Pierre Leblanc and Blaine Langdon, answered questions.

It was agreed, — That, notwithstanding the Subcommittee report concurred in by the Committee on Tuesday, October 30, 2018, the Committee invite the Minister of Finance to appear on Tuesday, November 6, 2018, from 3:30 p.m. to 5:00 p.m. and departmental officials to appear from 5:00 p.m. to 6:00 p.m.

Pierre Mercille made a statement and answered questions.

Gervais Coulombe made a statement and, with Pierre Mercille, answered questions.

At 10:38 a.m., by unanimous consent and pursuant to Standing Order 115(5), it was agreed that the Committee continue to sit.

A point of order was raised as to the procedural admissibility of certain questions put to the witness.

RULING BY THE CHAIR

The Chair ruled that questions to the witness should not refer to parts of the Bill that were referred to other standing committees in accordance with the motion adopted by the Committee on Tuesday, October 30, 2018, in relation to the subject matter study of Bill C-86, An Act to implement certain provisions of the budget tabled in Parliament on February 27, 2018, and other measures.

At 11:02 a.m., the sitting was suspended.

At 11:20 a.m., the sitting resumed.

Questioning of the witnesses resumed.

Lynn Hemmings made a statement and answered questions.
