Pursuant to the Order of Reference of Tuesday, October 3, 2017, the Committee resumed consideration of Bill C-47, An Act to amend the Export and Import Permits Act and the Criminal Code (amendments permitting the accession to the Arms Trade Treaty and other amendments).

Anna Macdonald, by videoconference from New York, New York, Christyn Cianfarani and Thomas Woodley, made statements and answered questions.

At 11:33 a.m., Ron Liepert took the Chair.

At 11:35 a.m., Robert D. Nault took the Chair.

At 12:16 p.m., the sitting was suspended.

At 12:19 p.m., the sitting resumed in camera.

Situation in Eastern Europe and Central Asia 25 Years after the End of the Cold War
Pursuant to Standing Order 108(2), and the motion adopted on Wednesday, October 5, 2016, the Committee resumed its study of the situation in Eastern Europe and Central Asia 25 years after the end of the Cold War.

The Committee resumed consideration of a draft report.

It was agreed, — That the draft report, as amended, be adopted.

It was agreed, — That the report be entitled: "Strengthening Canadian Engagement in Eastern Europe and Central Asia ".

It was agreed, — That the Chair, Clerk and analysts be authorized to make such grammatical and editorial changes as may be necessary without changing the substance of the report.

It was agreed, — That, pursuant to Standing Order 109, the Committee request that the Government table a comprehensive response to the report.

ORDERED, — That the Chair present the report to the House.

It was agreed, — That the analysts and the Clerk of the Committee, in consultation with the Chair, prepare a news release for publication on the Committee's website and for distribution upon presentation of the report to the House.

It was agreed, — That the report be printed with a special cover that has previously been approved by the Committee.

Canada’s Development Finance Initiative
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Tuesday, February 23, 2016, the Committee resumed its study of Canada’s Development Finance Initiative.

The Committee commenced consideration of a draft report.

Committee Business
The Committee proceeded to the consideration of matters related to Committee business.

It was agreed, — That, in relation to the Subcommittee on International Human Rights' study of the human rights situation in Somalia, the proposed budget in the amount of $7,300.00 be adopted.

At 12:39 p.m., the Committee adjourned to the call of the Chair.
