Pursuant to the Order of Reference of March 22, 2016 and section 343 of the Canadian Environmental Protection Act, 1999 and the motion adopted by the Committee on February 25, 2016 the Committee resumed the statutory review of the Act.

Joseph Castrilli, by videoconference from Toronto, Ontario, Shannon Coombs and Darren Praznik made statements and, with Beta Montemayor and Fe de Leon, by videoconference from Toronto, Ontario, answered questions.

At 12:40 p.m., the sitting was suspended.

At 12:40 p.m., the sitting resumed in camera.

The Committee proceeded to the consideration of matters related to Committee business.

It was agreed, — That a proposed budget in the amount of $19,900.00, for the study of protected areas and conservation objectives be adopted.

It was agreed, — That the Committee invite the relevant departmental officials to appear on June 2, 2016 on the study of the Reports of the Commissioner of the Environment and Sustainable Development - Spring 2016.

It was agreed, — That the Minister of Environment and Climate Change be invited to appear before the Committee on June 16, 2016 on the subject of the Supplementary Estimates (A) 2016-17.

It was agreed, — That the Committee adopt the proposed travel plan in relation to the study on protected areas and conservation objectives; and that the Clerk prepare a draft travel budget for the Committee's review.

It was agreed, — That the motion adopted by the Committee on February 4 regarding the questioning of witnesses be replaced by the following:

That witnesses from any one organization shall be allowed ten (10) minutes to make their opening statement; and that the questioning of witnesses there shall be allocated six (6) minutes for the first round of questioning. That the order of questions for the first round of questioning shall be as follows: Liberal Party, Conservative Party, New Democratic Party, Liberal Party.

That the order of questions for the second round of questioning shall be as follows: Conservative Party: six (6) minutes, Liberal Party: six (6) minutes, Conservative Party: six (6) minutes, Liberal Party: six (6) minutes, New Democratic Party: three (3) minutes.

At 12:59 p.m., the Committee adjourned to the call of the Chair.
