The Committee proceeded to the consideration of matters related to Committee business.

It was agreed, — That, subject to Bill C-30 being referred to the Committee, the amendments regarding Bill C-30 be submitted to the Clerk of the Committee by Friday, December 2, 2016 at 4 p.m. EST and, that clause-by-clause study of Bill C-30 be scheduled for the meeting of Tuesday, December 6, 2016.

Motion

Tracey Ramsey moved, — That, pursuant to the motions of Tuesday, November 1, 2016, adopted by the Committee to study the Comprehensive Economic and Trade Agreement (CETA), the study consist of at least 12 meetings; that the Chair publish a news release on the Committee’s website, inviting Canadians to submit their views on the CETA in writing; that the written submissions be sent to the Clerk electronically no later than Thursday, December 15, 2016, 23:59 EST; and that written submissions, once translated, be distributed to members of the Committee.

Debate arose thereon.

Amendment

Gerry Ritz moved, — That the motion be amended by replacing the words “the study consist of at least 12 meetings; that the Chair publish a news release on the Committee’s website, inviting Canadians to submit their views on the CETA in writing; that the written submissions be sent to the Clerk electronically no later than Thursday, December 15, 2016, 23:59 EST; and that written submissions, once translated, be distributed to members of the Committee” with the words “the Committee accept written submissions from people or groups that have requested to appear as of Tuesday, November 22, 2016 at 11:00 am.; that the written submissions be sent electronically to the Clerk of the Committee no later than Wednesday, November 30, 2016 at 5:00 p.m. EST; that written submissions longer than 10 pages must be accompanied by a summary of no more than 1,500 words and that the Committee may decide to translate and distribute or publish only the summary; that written submissions, once translated, be distributed to members of the Committee; and that these written submissions do not impede the clause-by-clause study of the Bill scheduled on Tuesday, December 6, 2016”.

The motion, as amended, read as follows:

That, pursuant to the motions of Tuesday, November 1, 2016, adopted by the Committee to study the Comprehensive Economic and Trade Agreement (CETA), the Committee accept written submissions from people or groups that have requested to appear as of Tuesday, November 22, 2016 at 11:00 am.; that the written submissions be sent electronically to the Clerk of the Committee no later than Wednesday, November 30, 2016 at 5:00 p.m. EST; that written submissions longer than 10 pages must be accompanied by a summary of no more than 1,500 words and that the Committee may decide to translate and distribute or publish only the summary; that written submissions, once translated, be distributed to members of the Committee; and that these written submissions do not impede the clause-by-clause study of the Bill scheduled on Tuesday, December 6, 2016.

Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Tuesday, November 1, 2016, the Committee resumed consideration of the subject matter of Bill C-30, An Act to implement the Comprehensive Economic and Trade Agreement between Canada and the European Union and its Member States and to provide for certain other measures.

Pierre Marc Johnson, by videoconference from Lyon, France, Jason Langrish, by videoconference from London, United Kingdom, Louise Barrington, by videoconference from Toronto, Ontario, and Martin J. Valasek, by videoconference from Montréal, Québec, made statements and answered questions.

At 12:45 p.m., the Committee adjourned to the call of the Chair.
