The Standing Committee on Transport, Infrastructure and Communities met at 8:47 a.m. this day, in Room 306 La Promenade Building, the Vice-Chair, Hoang Mai, presiding.

 

Members of the Committee present: Peter Braid, Ed Komarnicki, Hoang Mai, David J. McGuinty, Isabelle Morin, Mike Sullivan, Lawrence Toet, Jeff Watson and Wai Young.

 

In attendance: Library of Parliament: Zachary Alaoui, Analyst; Allison Padova, Analyst.

 

Witnesses: Northern Air Transport Association: Stephen Nourse, Executive Director. Canadian Airports Council: Daniel-Robert Gooch, President; Gordon Duke, Director of Operations, Halifax International Airport Authority; Chris Farmer, Director of Operations, Greater Moncton International Airport Authority; Michael Rantala, Manager, Safety and Environment, Halifax International Airport Authority.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Monday, November 18, 2013, the Committee resumed its study of the review of the Canadian transportation safety regime: transportation of dangerous goods and safety management systems.
 

Stephen Nourse and Daniel-Robert Gooch made statements and, with Gordon Duke, by teleconference from Enfield, Nova Scotia, and Chris Farmer, by teleconference from Diepppe, New Brunswick, answered questions.

 

At 10:00 a.m., David J. McGuinty took the Chair.

 

Hoang Mai moved, — That, pursuant to Standing Order 32(5), the Committee invite representatives of VIA Rail Canada Inc. to appear at the earliest opportunity before the Committee regarding VIA Rail Canada Inc.’s 2013 Annual Report tabled in the House of Commons and referred to the Committee on May 6, 2014; and that every effort be made to ensure that the meeting be televised.

 

By unanimous consent, the motion was withdrawn.

 

Questioning of the witnesses resumed.

 

At 10:02 a.m., Hoang Mai took the Chair.

 

At 10:15 a.m., the sitting was suspended.

At 10:16 a.m., the sitting resumed, David J. McGuinty presiding.

 

Hoang Mai moved, — That, pursuant to Standing Order 32(5), the Committee invite representatives of VIA Rail Canada Inc. to appear at the earliest opportunity before the Committee regarding VIA Rail Canada Inc.’s 2013 Annual Report tabled in the House of Commons and referred to the Committee on May 6, 2014; and that every effort be made to ensure that the meeting be televised.

Debate arose thereon.

 

Jeff Watson moved, — That the Committee proceed to sit in camera.

 

The question was put on the motion and it was agreed to on the following recorded division: YEAS: Peter Braid, Ed Komarnicki, Lawrence Toet, Jeff Watson, Wai Young — 5; NAYS: Hoang Mai, Isabelle Morin, Mike Sullivan — 3.

 

At 10:17 a.m., the sitting was suspended.

At 10:18 a.m., the sitting resumed in camera.

 

At 10:23 a.m., the Committee adjourned to the call of the Chair.
