The Standing Committee on Natural Resources met at 8:48 a.m. this day, in Room 268, La Promenade Building, the Chair, Leon Benoit, presiding.

 

Members of the Committee present: Leon Benoit, Kelly Block, Joan Crockatt, Ryan Leef, Christine Moore, Hon. Geoff Regan and Brad Trost.

 

Acting Members present: Nathan Cullen for Linda Duncan, Peter Goldring for Blaine Calkins and Carol Hughes for Chris Charlton.

 

In attendance: Library of Parliament: Penny Becklumb, Analyst; Milana Simikian, Analyst.

 

Witnesses: Department of Natural Resources: Jeff Labonté, Director General, Energy Safety and Security Branch, Energy Sector; Samuel Millar, Senior Director, Frontier Lands Management Division, Petroleum Resources Branch, Energy Sector; Jean François Roman, Legal Counsel, Legal Services. Department of Indian Affairs and Northern Development: Michel Chenier, Director, Petroleum and Mineral Resources Management Directorate, Natural Resources and Environment Branch, Northern Affairs. Ecojustice Canada: William Amos, Director, Ecojustice Environmental Law Clinic at the University of Ottawa. Pursuant to the Order of Reference of Thursday, May 29, 2014, the Committee commenced consideration of Bill C-22, An Act respecting Canada's offshore oil and gas operations, enacting the Nuclear Liability and Compensation Act, repealing the Nuclear Liability Act and making consequential amendments to other Acts.
 

Jeff Labonté made a statement and, with Samuel Millar, answered questions.

 

At 9:37 a.m., the sitting was suspended.

At 9:40 a.m., the sitting resumed.

 

William Amos, Paul Barnes, by videoconference from St-John's, Newfoundland and Labrador, and Theresa McClenaghan, by videoconference from Toronto, Ontario, made statements and answered questions.

 

At 10:47 a.m., the Committee adjourned to the call of the Chair.
