The Standing Committee on Procedure and House Affairs met at 11:09 a.m. this day, in Room 268, The Valour Building, the Chair, Joe Preston, presiding.

 

Members of the Committee present: David Christopherson, Kevin Lamoureux, Tom Lukiwski, Dave MacKenzie, Joe Preston, Blake Richards and Craig Scott.

 

Acting Members present: Jean Crowder for Craig Scott, Robert Goguen for Ted Opitz and Murray Rankin for Alexandrine Latendresse.

 

In attendance: Library of Parliament: Andre Barnes, Analyst; Erin Virgint, Research Assistant.

 

Witnesses: Samara: Jane Hilderman, Acting Director and Research Manager. Hansard Society: Ruth Fox, Director and Head of Research. As an Individual: Catherine Bochel, Reader in Policy Studies, University of Lincoln. Office of the Leader of the House of Commons of Great Britain and Northern Ireland: Mike Winter, Head of Office. Cabinet Office of the House of Commons of Great Britain and Northern Ireland: Chris Shaw, Parliamentary Adviser.

 
Pursuant to the Order of Reference of Wednesday, January 29, 2014, the Committee resumed its study of motion M-428, Electronic Petitions.
 

Ruth Fox, by videoconference from London, United Kingdom, and Jane Hilderman made statements and answered questions.

 

At 11:51 a.m., the sitting was suspended.

At 11:56 a.m., the sitting resumed.

 

Catherine Bochel, by videoconference from Lincoln, United Kingdom, and Mike Winter, by videoconference from London, United Kingdom, made statements and answered questions.

 

At 12:34 p.m., the sitting was suspended.

At 12:37 p.m., the sitting resumed in camera.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That, if it has completed its hearings with witnesses, the Committee commence clause-by-clause consideration of Bill C-586, An Act to amend the Canada Elections Act and the Parliament of Canada Act (candidacy and caucus reforms), on Thursday, December 11, 2014, at 11:00 a.m.

 

It was agreed, — That the members of the Committee submit to the Clerk of the Committee all of their proposed amendments to Bill C-586, An Act to amend the Canada Elections Act and the Parliament of Canada Act (candidacy and caucus reforms), no later than Monday, December 8, 2014, by the end of the day.

 

It was agreed, — That, pursuant to the letter received from the Board of Internal Economy dated Friday, November 21, 2014, the Committee take steps towards getting an Order of Reference from the House on the matter of allegations of personal misconduct between Members within the context of Parliamentary privilege and the impact on Members’ conduct and disciplinary processes; and that the Committee consider establishing a subcommittee on this matter once it has received the said Order of Reference.

 

At 1:07 p.m., the Committee adjourned to the call of the Chair.
