The Standing Committee on Procedure and House Affairs met at 10:59 a.m. this day, in Room 306, The Valour Building, the Chair, Joe Preston, presiding.

 

Members of the Committee present: David Christopherson, Kevin Lamoureux, Alexandrine Latendresse, Tom Lukiwski, Dave MacKenzie, Ted Opitz, Joe Preston, Scott Reid, Blake Richards and Craig Scott.

 

Acting Members present: Joyce Bateman for Scott Reid.

 

In attendance: Library of Parliament: Andre Barnes, Analyst; Erin Virgint, Research Assistant.

 

Witnesses: House of Lords of the United Kingdom of Great Britain and Northern Ireland: David Beamish, Clerk of the Parliaments. Yvon Godin, M.P., Acadie—Bathurst.

 
Pursuant to the Order of Reference of Monday, April 7, 2014, the Committee resumed its study of Motion M-489, Election of Speaker.
 

David Beamish, by videoconference from London, United Kingdom, made a statement and answered questions.

 

At 11:44 a.m., the sitting was suspended.

At 11:47 a.m., the sitting resumed in camera.

 

The Committee commenced consideration of a draft report.

 

At 12:04 p.m., the sitting was suspended.

At 12:05 p.m., the sitting resumed in public.

 
Pursuant to the Order of Reference of Thursday, September 25, 2014, the Committee commenced consideration of the question of privilege relating to the free movement of Members within the Parliamentary Precinct.
 

Yvon Godin made a statement and answered questions.

 

At 12:35 p.m., the sitting was suspended.

At 12:36 p.m., the sitting resumed in camera.

 
Pursuant to the Order of Reference of Monday, April 7, 2014, the Committee resumed its study of Motion M-489, Election of Speaker.
 

The Committee resumed consideration of a draft report.

 

It was agreed, — That the draft report be adopted.

 

ORDERED, — That the Chair present the report to the House.

 

At 12:55 p.m., the Committee adjourned to the call of the Chair.
