The Standing Committee on Government Operations and Estimates met in a televised session at 11:02 a.m. this day, in Room C-110, 1 Wellington Street, the Chair, Pat Martin, presiding.

Members of the Committee present: Mark Adler, Tarik Brahmi, Brad Butt, Hon. Gerry Byrne, Greg Kerr, Guy Lauzon, Pat Martin, Chris Warkentin and Wai Young.

Acting Members present: Denis Blanchette for Mathieu Ravignat and David Tilson for Mark Adler.

In attendance: Library of Parliament: Lindsay McGlashan, Analyst ; André Léonard, Analyst.

Witnesses: Office of the Public Sector Integrity Commissioner of Canada: Joe Friday, Commissioner; Patricia Fraser, Manager, Financial services. Public Service Commission of Canada: Christine Donoghue, Acting President; Philip Morton, Director General, Finance and Administration Directorate; Gerry Thom, Acting Senior Vice-President, Policy Branch.

Pursuant to Standing Order 81(4), the Committee resumed consideration of the Main Estimates 2015-16: Vote 1 under OFFICE OF THE PUBLIC SECTOR INTEGRITY COMMISSIONER, referred to the Committee on Tuesday, February 24, 2015; and

Pursuant to Standing Order 81(7), the Committee commenced consideration of the Reports on Plans and Priorities 2015-16 of PUBLIC SECTOR INTEGRITY COMMISSIONER.

Joe Friday made a statement and, with Patricia Fraser, answered questions.

At 12:01 p.m., the sitting was suspended.

At 12:05 p.m., the sitting resumed.

Pursuant to Standing Order 81(4), the Committee resumed consideration of the Main Estimates 2015-16: Vote 1 under PUBLIC SERVICE COMMISSION, referred to the Committee on Tuesday, February 24, 2015; and

Pursuant to Standing Order 81(7), the Committee resumed consideration of the Report on Plans and Priorities 2015-16 of PUBLIC SERVICE COMMISSION.

Christine Donoghue made a statement and, with Gerry Thom, answered questions.

The Committee proceeded to the consideration of matters related to Committee business.

It was agreed, — That the Committee proceed to sit in camera.

At 12:53 p.m., the sitting was suspended.

At 12:54 p.m., the sitting resumed in camera.

The Committee proceeded to the consideration of matters related to Committee business.

It was agreed, — That the Committee invites the Minister of Public Works and Government Services and her officials to appear on Tuesday, May 26, 2015, in relation to its study of the Main Estimates 2015-16, with the Minister appearing with officials for the first hour from 11:00 a.m. to 12:00 p.m. and officials remaining to respond to questions during the second hour from 12:00 p.m. to 1:00 p.m.

It was agreed, — That the Committee invites the Standards Council of Canada to appear on Tuesday, May 5, 2015, from 12:00 p.m. to 1:00 p.m., in relation to its study of the Program and activities of the Canadian General Standards Board.

It was agreed, — That, in relation to its study on the Programs and Activities of the Canadian General Standards Board, members of the Committee wishing to submit additional witnesses to the Clerk may do so no later than Friday, May 1, 2015, at 12:00 p.m.

At 1:03 p.m., the Committee adjourned to the call of the Chair.
