The Standing Committee on National Defence met at 3:33 p.m. this day, in Room 362, East Block, the Chair, the Hon. Peter Kent, presiding.

 

Members of the Committee present: James Bezan, Cheryl Gallant, Hon. Peter Kent, Élaine Michaud, Rick Norlock and John Williamson.

 

Acting Members present: Tarik Brahmi for Glenn Thibeault, Marc Garneau for Joyce Murray, Chungsen Leung for Corneliu Chisu, Hon. John McKay for Joyce Murray and Mike Sullivan for Jack Harris.

 

In attendance: Library of Parliament: Martin Auger, Analyst; Melissa Radford, Analyst.

 

Witnesses: As individuals: Robert Huebert, Associate Professor, Department of Political Science, University of Calgary; Whitney Lackenbauer, Professor, Department of History, St. Jerome's University.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Thursday, November 7, 2013, the Committee resumed its study of the defence of North America.
 

Whitney Lackenbauer and Robert Huebert made statements and answered questions.

 

At 5:00 p.m., the sitting was suspended.

At 5:04 p.m., the sitting resumed in camera.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That the analysts be instructed to commence the drafting of the report on its study of the defence of North America based on the following objectives:

a) to discuss the threats to Canada and to the North American continent;

b) to assess how capable Canada and the United States are of defending North America by working collaboratively;

c) to assess how capable Canada is of defending its territory and contributing to North American defence independently;

d) to analyze the gaps in the defence of North America and recommend that there be increased collaboration between Canada and the United States;

e) to analyze how Canada can better contribute to the defence of its sovereign territory; and

That the following topics be included in the draft report: Canada-United States defence relations, North American Aerospace Defence Command, ballistic missile defence, arctic security, maritime security, unmanned aerial vehicles, cyber security and procurement.

 

At 5:12 p.m., the Committee adjourned to the call of the Chair.
