The Standing Committee on Justice and Human Rights met in a televised session at 11:39 a.m. this day, in Room 237-C, Centre Block, the Chair, Mike Wallace, presiding.

 

Members of the Committee present: Françoise Boivin, Patrick Brown, Sean Casey, Bob Dechert, Robert Goguen, Pierre Jacob, Mike Wallace and David Wilks.

 

Acting Members present: Matthew Kellway for Ève Péclet and Costas Menegakis for Kyle Seeback.

 

In attendance: Library of Parliament: Sandra Gruescu, Analyst; Dominique Valiquet, Analyst.

 

Appearing: Hon. Peter Gordon MacKay, P.C., M.P., Minister of Justice and Attorney General of Canada.

 

Witnesses: Department of Justice: Karen Audcent, Senior Counsel, Criminal Law Policy Section; Donald K. Piragoff, Senior Assistant Deputy Minister, Senior Assistant Deputy Minister's Office; Normand Wong, Counsel, Criminal Law Policy Section.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

The Chair presented the Third Report from the Subcommittee on Agenda and Procedure. The Report was concurred in and read as follows:

Your Subcommittee met on Tuesday, April 29, 2014, to consider the business of the Committee and agreed to make the following recommendations:

1. That the Minister of Justice appear before the Committee on Thursday, May 8, 2014 in relation to the Main Estimates 2014-15.

2. That the Committee dedicate at least six meetings to Bill C-13, An Act to amend the Criminal Code, the Canada Evidence Act, the Competition Act and the Mutual Legal Assistance in Criminal Matters Act.

 
Pursuant to the Order of Reference of Monday, April 28, 2014, the Committee commenced consideration of Bill C-13, An Act to amend the Criminal Code, the Canada Evidence Act, the Competition Act and the Mutual Legal Assistance in Criminal Matters Act.
 

The Minister made a statement and answered questions.

 

At 12:35 p.m., the sitting was suspended.

At 12:36 p.m., the sitting resumed.

 

Donald K. Piragoff and Normand Wong answered questions.

 

At 1:00 p.m., the Committee adjourned to the call of the Chair.
