The Standing Committee on Industry, Science and Technology met at 3:33 p.m. this day, in Room 268, La Promenade Building, the Chair, David Sweet, presiding.

 

Members of the Committee present: Joyce Bateman, Raymond Côté, Hon. Judy Sgro, David Sweet and Dave Van Kesteren.

 

Acting Members present: Alex Atamanenko for Brian Masse, Ryan Cleary for Peggy Nash, Mark Strahl for Mark Warawa and Stephen Woodworth for Cheryl Gallant.

 

In attendance: Library of Parliament: Mathieu Frigon, Analyst; Édison Roy-César, Analyst.

 

Witnesses: National Research Council of Canada: John R. McDougall, President. Transportation Safety Board of Canada: Jean L. Laporte, Chief Operating Officer; Kirby Jang, Director, Investigations Rail and Pipeline. Department of Natural Resources: Philippe Dauphin, Director General, CanmetMATERIALS, Minerals and Metals Sector. Canadian Association of Petroleum Producers: Vicki Ballance, Manager, Regulatory Affairs. Canadian Energy Pipeline Association: Kim McCaig, Executive Director; Ziad Saad, Vice-President, Safety and Sustainability. Alberta Federation of Labour: Shannon Phillips, Director, Policy Analysis.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

Judy Sgro moved, — That the Committee undertake a study to modernize and articulate the objectives and effectiveness of the Standards Council of Canada Act.

 

After debate, the question was put on the motion and it was negatived, by a show of hands: YEAS: 3; NAYS: 5.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Monday, March 31, 2014, the Committee resumed its study of the impact of research, technology and innovation on the pipeline industry.
 

John R. McDougall answered questions.

 

At 3:49 p.m.,pursuant to Standing Ordeer 115(5), the Committee adjourned to the call the Chair.
