The Standing Committee on Human Resources, Skills and Social Development and the Status of Persons with Disabilities met at 3:30 p.m. this day, in Room 228, The Valour Building, the Chair, Phil McColeman, presiding.

Members of the Committee present: Ray Boughen, Brad Butt, Rodger Cuzner, Jim Eglinski, Sadia Groguhé, Colin Mayes, Phil McColeman and Marie-Claude Morin.

Acting Members present: Costas Menegakis for Scott Armstrong and Philip Toone for Jinny Jogindera Sims.

In attendance: Library of Parliament: Caroline Quesnel, Analyst.

Witnesses: Department of Employment and Social Development: Siobhan Harty, Director General, Social Policy Directorate, Strategic Policy and Research Branch; Blair McMurren, Director, Social Innovation, Strategic Policy and Research Branch. Canada Revenue Agency: Cathy Hawara, Director General, Charities Directorate, Legislative Policy and Regulatory Affairs Branch; Bryan McLean, Director, Policy, Planning and Legislation Division, Charities Directorate, Legislative Policy and Regulatory Affairs Branch. Department of Finance: Miodrag Jovanovic, Director, Personal Income Tax, Tax Policy Branch.

Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Thursday, February 5, 2015, the Committee resumed its study on exploring the potential of social finance in Canada.

Shiobhan Harty, Miodrag Jovanic and Cathy Hawara made statements and answered questions.

At 4:38 p.m., the Committee adjourned to the call of the Chair.
