The Standing Committee on Human Resources, Skills and Social Development and the Status of Persons with Disabilities met at 11:00 a.m. this day, in Room 253-D, Centre Block, the Chair, Phil McColeman, presiding.

 

Members of the Committee present: Scott Armstrong, Tarik Brahmi, Brad Butt, Rodger Cuzner, Sadia Groguhé, Larry Maguire, Colin Mayes, Phil McColeman and Jinny Jogindera Sims.

 

Acting Members present: Chris Warkentin for Cathy McLeod.

 

In attendance: Library of Parliament: Julie Cool, Analyst; Isabelle Lafontaine-Émond, Analyst.

 

Witnesses: House of Commons: Dave Van Kesteren, Chatham-Kent—Essex. Department of Employment and Social Development: Marianna Giordano, Director, CPP Policy and Legislation; Dominique La Salle, Director General, Seniors and Pensions Policy Secretariat. Canadian Resource Centre for Victims of Crime: Heidi Illingworth, Executive Director. Sexual Assault Centre (Hamilton and Area): Lenore Lukasik-Foss, Director, President, Ontario Coalition of Rape Crisis Centres.

 
Pursuant to the Order of Reference of Friday, September 19, 2014, the Committee commenced consideration of Bill C-591, An Act to amend the Canada Pension Plan and the Old Age Security Act (pension and benefits).
 

Dave Van Kesteren made a statement and answered questions.

 

At 11:27 a.m., the sitting was suspended.

At 11:30 a.m., the sitting resumed.

 

Dominique La Salle and Marianna Giordano made statements.

 

Jinny Jogindera Sims moved, — That the Committee invite Dignity for All to present its findings from its Poverty Elimination Plan; the plan builds on this committee’s November 2010 report called, “Federal Poverty Reduction Plan: Working in Partnership towards Reducing Poverty in Canada.”.

 

Scott Armstrong moved, — That the Committee proceed to sit in camera.

 

The question was put on the motion and it was agreed to on the following recorded division: YEAS: Scott Armstrong, Brad Butt, Larry Maguire, Colin Mayes, Chris Warkentin — 5; NAYS: Tarik Brahmi, Rodger Cuzner, Sadia Groguhé, Jinny Jogindera Sims — 4.

 

At 11:43 a.m., the sitting was suspended.

At 11:46 a.m., the sitting resumed in camera.

 

At 11:55 a.m., the sitting was suspended.

At 11:57 a.m., the sitting resumed in public.

 

Marianna Giordano and Dominique La Salle answered questions.
