The Standing Committee on Access to Information, Privacy and Ethics met at 11:02 a.m. this day, in Room 268, La Promenade Building, the Chair, Pat Martin, presiding.

 

Members of the Committee present: Scott Andrews, Charmaine Borg, Paul Calandra, Patricia Davidson, Hon. Laurie Hawn, Pat Martin, Tilly O'Neill Gordon, Mathieu Ravignat and Bob Zimmer.

 

In attendance: Library of Parliament: Dara Lithwick, Analyst; Maxime-Olivier Thibodeau, Analyst.

 

Witnesses: As individuals: José Manuel Fernandez, Assistant Professor, Department of Computer and Software Engineering, École Polytechnique de Montréal; Susan Sproule, Assistant Professor, Finance, Operations and Information Systems, Brock University. International Centre for Comparative Criminology: Benoît Dupont, Director. As an individual: Philippa Lawson, Barrister and Solicitor, Associate, Canadian Internet Policy and Public Interest Clinic, University of Ottawa.

 
Pursuant to Standing Order 108(3)(h) and the motion adopted by the Committee on Thursday, November 7, 2013, the Committee resumed its study of the growing problem of identity theft and its economic impact.
 

Benoît Dupont, by videoconference from Montréal, Québec, Philippa Lawson, by videoconference from Whitehorse, Yukon, José Manuel Fernandez and Susan Sproule made statements and answered questions.

 

At 12:37 p.m., Patricia Davidson took the Chair.

 

Charmaine Borg moved, — That, as part of the study of the growing problem of identity theft and its economic impact, and pursuant to Standing Order 108(3)(h)(iv), the Committee invite the Interim Privacy Commissioner of Canada to discuss the Heartbleed bug and its repercussions on all affected federal departments.

Debate arose thereon.

 

Paul Calandra moved, — That the Committee proceed to sit in camera.

 

The question was put on the motion and it was agreed to on the following recorded division: YEAS: Paul Calandra, Laurie Hawn, Tilly O'Neill Gordon, Bob Zimmer — 4; NAYS: Scott Andrews, Charmaine Borg, Mathieu Ravignat — 3.

 

At 12:48 p.m., the sitting was suspended.

At 12:51 p.m., the sitting resumed in camera.

 

At 12:51 p.m., the Chair took the Chair.

 

At 12:55 p.m., the Committee adjourned to the call of the Chair.
