Meeting No. 27

Thursday, June 5, 2014

The Standing Committee on Environment and Sustainable Development met at 3:30 p.m. this day, in Room 306, La Promenade Building, the Chair, Harold Albrecht, presiding.

Members of the Committee present: Harold Albrecht, François Choquette, Hon. John McKay, Robert Sopuck, Lawrence Toet and Stephen Woodworth.

Acting Members present: James Bezan for Robert Sopuck, Pierre Lemieux for Brian Storseth, Megan Anissa Leslie for Mylène Freeman, Chungsen Leung for Brian Storseth, Marc-André Morin for Dennis Bevington and Bernard Trottier for Colin Carrie.

In attendance: Library of Parliament: Penny Becklumb, Analyst ; Tim Williams, Analyst.

Witnesses: Ontario Waste Management Association: Peter Hargreave, Director, Policy. Emterra Group: Emmie K.H. Leung, Chief Executive Officer and Founder. Renewable Energy Management: Lewis Staats, President; Doug Starr, Executive Vice-President.

Pursuant to Standing Order 108(2) and the motion adopted by the Committee on May 8, 2014, the Committee resumed its study of the management of municipal solid waste and industrial materials.

Peter Hargreave, Doug Starr and Emmie H. K. Leung made statements and, with the other witnesses, answered questions.

François Choquette moved, — That the Committee meet before the summer recess to consider the public’s and the scientific community’s growing concerns about the immediate threat posed by seismic prospecting and exploration work currently being done in the marine environment of species listed in the Species at Risk Act and other vulnerable species in the Gros-Cacouna region of the St. Lawrence River; that representatives of the Department of the Environment be invited to this meeting to answer questions on this matter and to establish what activities would have been subject to a federal environmental assessment under the Canadian Environmental Assessment Act if this act had not been repealed; and that the Committee report its findings and recommendations to the House.

It was agreed, — That the debate be now adjourned.

The questioning of the witnesses resumed.

At 5:15 p.m., the sitting was suspended.

At 5:16 p.m., the sitting resumed in camera.

The Committee proceeded to the consideration of matters related to Committee business.

At 5:21 p.m., the Committee adjourned to the call of the Chair.
