The Standing Committee on Canadian Heritage met at 3:30 p.m. this day, in Room 253-D, Centre Block, the Chair, Gordon Brown, presiding.

 

Members of the Committee present: Gordon Brown, Hon. Stéphane Dion, Rick Dykstra, Pierre Nantel, Rathika Sitsabaiesan, Kennedy Stewart, John Weston, Terence Young and David Yurdiga.

 

Acting Members present: Mark Adler for Rick Dykstra, Mark Adler for Jim Hillyer and Paul Calandra for Jim Hillyer.

 

Associate Members present: Hon. Peter Kent.

 

In attendance: House of Commons: Justin Vaive, Legislative Clerk; Michelle Legault, Procedural Clerk. Library of Parliament: Michael Dewing, Analyst; Marion Ménard, Analyst.

 

Witnesses: Hon. Thanh Hai Ngo, Senator. Vietnamese Association Toronto: James Lam Nguyen, President. Canada-Vietnam Trade Council: Dai Trang H. Pursuant to the Order of Reference of Wednesday, March 25, 2015, the Committee commenced consideration of Bill S-219, An Act respecting a national day of commemoration of the exodus of Vietnamese refugees and their acceptance in Canada after the fall of Saigon and the end of the Vietnam War.
 

Pursuant to Standing Order 75(1), consideration of the Preamble and Clause 1, Short Title, was postponed.

The Chair called Clause 2.

 

Hon. Thanh Hai Ngo, James Lam Nguyen and Dai Trang H (Julie) Nguyen made statements and, with Elizabeth McIninch, answered questions.

On motion of Rick Dykstra, it was agreed, — That the speaking notes, presented by the Hon. Thanh Hai Ngo, James Lam Nguyen and Elizabeth McIninch, be taken as read and appended to today’s Evidence.

At 4:12 p.m., the sitting was suspended.

At 4:15 p.m., the sitting resumed.

Trac Bang Do, Van Hoang Nguyen and Ba Ngoc Dao made statements.

At 4:27 p.m, by unanimous consent and pursuant to Standing Order 115(5), it was agreed that the Committee continue to sit.

The witnesses answered questions.

At 4:46 p.m., the sitting was suspended.

At 5:11 p.m., the sitting resumed.

The Committee resumed consideration of Bill S-219. Questioning of the witnesses resumed.

 

The Committee commenced its clause-by-clause study of the Bill.

 

Clause 2 carried on division.

 

Clause 3 carried on division.

 

Clause 1, Short Title, carried on division.

 

After debate, the Preamble carried on division.

 

The Bill carried on division.

 

ORDERED, — That the Chair report the Bill to the House.

 

At 5:28 p.m., the Committee adjourned to the call of the Chair.
