The Standing Committee on Transport, Infrastructure and Communities met at 8:49 a.m. this day, in Room 228, La Promenade Building, the Chair, Merv Tweed, presiding.

 

Members of the Committee present: Mark Adler, Robert Aubin, Olivia Chow, Hon. Denis Coderre, Ed Holder, Pierre Poilievre, Blake Richards, Mike Sullivan, Lawrence Toet, Merv Tweed and Jeff Watson.

 

Acting Members present: Chungsen Leung for Mark Adler and Élaine Michaud for Isabelle Morin.

 

In attendance: Library of Parliament: Jean Dupuis, Analyst.

 

Witnesses: Société de gestion et d'acquisition de véhicules de transport : Serge Carignan, Director, Engineering and Technical Services. Société de transport de Montréal: François Chamberland, Director , Engineering Service, Operation; Étienne Lyrette, Corporate Advisor, Governmental Affairs, External Relations and Strategic Planning.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

The Committee resumed the debate of May 17, 2012, on the motion of Élaine Michaud, — That, the Committee call on the Government to amend the provisions of the Aeronautics Act related to the development of new aerodromes, to require that developers consult with local authorities and neighbouring property owners, ensure compliance with provincial and municipal legislation governing land use and municipal planning, and obtain approval from municipal and provincial governments before the development of a new aerodrome is formally considered; and that the Committee report this motion to the House.

and on the amendment of Olivia Chow, — That the motion be amended by deleting the words “and obtain approval from municipal and provincial governments before the development of a new aerodrome is formally considered”.

 

Pierre Poilievre moved, — That the debate be now adjourned.

 

A point of order was raised regarding the impact of a motion to adjourn debate on the amendment before the Committee.

 

RULING BY THE CHAIR

A motion to adjourn debate on an amendment adjourns the debate on the issue currently before the Committee and, as such, adjourns the debate on both the motion and the amendment.

 

Whereupon, Olivia Chow appealed the decision of the Chair.

The question: "Shall the decision of the Chair be sustained?" was put and the decision was sustained, by a show of hands: YEAS: 6; NAYS: 5.

 

After debate, the question was put on the motion and it was agreed to on the following recorded division: YEAS: Mark Adler, Ed Holder, Pierre Poilievre, Blake Richards, Lawrence Toet, Jeff Watson — 6; NAYS: Robert Aubin, Olivia Chow, Denis Coderre, Élaine Michaud, Mike Sullivan — 5.

 

At 9:00 a.m., the sitting was suspended.

At 9:02 a.m., the sitting resumed.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on September 26, 2011, the Committee resumed its study of Innovative Transportation Technologies.
 

Étienne Lyrette, François Chamberland and Serge Carignan made statements and answered questions.

 

At 10:42 a.m., the Committee adjourned to the call of the Chair.
