The Standing Committee on Transport, Infrastructure and Communities met at 8:47 a.m. this day, in Room 228, La Promenade Building, the Chair, Merv Tweed, presiding.

 

Members of the Committee present: Mark Adler, Olivia Chow, Hon. Denis Coderre, Ed Holder, Isabelle Morin, Pierre Poilievre, Blake Richards, Lawrence Toet, Merv Tweed and Jeff Watson.

 

Acting Members present: Randall Garrison for Jamie Nicholls and Dany Morin for Mike Sullivan.

 

In attendance: Library of Parliament: Allison Padova, Analyst.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

The Committee resumed consideration of the motion of Olivia Chow, — That the Government repeals Section 5.2(1)c) of the Identity Screening Regulations under the Aeronautics Act which were introduced in August 2011 and which states that “An air carrier shall not transport a passenger: (...) c) if the passenger does not appear to be of the gender indicated on the identification he or she presents;” as this is a severe discrimination against transgender and transsexual Canadians and a violation of their fundamental right, the freedom of movement, and that this motion be reported back to the House.

 

After debate, the question was put on the motion and it was negatived on the following recorded division: YEAS: Olivia Chow, Denis Coderre, Randall Garrison, Dany Morin, Isabelle Morin — 5; NAYS: Mark Adler, Ed Holder, Pierre Poilievre, Blake Richards, Lawrence Toet, Jeff Watson — 6.

 

At 9:01 a.m., the sitting was suspended.

At 9:03 a.m., the sitting resumed in camera.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on September 26, 2011, the Committee resumed its study of the National Public Transit Strategy.
 

It was agreed, — That, pursuant to Standing Order 108(1)(a), the Committee append to its report a dissenting opinion from the Liberal Party of Canada, provided that it is no more than two pages in length and submitted electronically, in both official languages, to the Clerk of the Committee no later than February 9, 2012.

 

It was agreed, — That, pursuant to Standing Order 108(1)(a), the Committee append to its report a dissenting opinion from the New Democratic Party, provided that it is no more than three pages in length and submitted electronically, in English, to the Clerk of the Committee no later than February 9, 2012.

 

It was agreed, — That the draft report, as amended, be adopted.

 

It was agreed, — That the report be entitled: "Study on Transit in Canada".

 

It was agreed, — That the Chair, Clerk and analyst be authorized to make such grammatical and editorial changes as may be necessary without changing the substance of the report.

 

ORDERED, — That the Chair present the report to the House.

 

It was agreed, — That, pursuant to Standing Order 109, the Committee request that the Government table a comprehensive response to the report.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That Members of the Committee send their list of witnesses for the Innovative Transportation Technologies Study before the end of day on Friday February 10, 2012.
