The Standing Committee on Public Safety and National Security met at 8:47 a.m. this day, in Room 306, La Promenade Building, the Vice-Chair, Randall Garrison, presiding.

 

Members of the Committee present: Candice Bergen, Randall Garrison, Hon. Laurie Hawn, LaVar Payne, John Rafferty, Jean Rousseau and Francis Scarpaleggia.

 

Acting Members present: Stella Ambler for Rick Norlock, Joe Daniel for Parm Gill, Élaine Michaud for Rosane Doré Lefebvre and David Wilks for Ryan Leef.

 

In attendance: Library of Parliament: Tanya Dupuis, Analyst; Christine Morris, Analyst.

 

Witnesses: As an individual: Christopher Murphy, Professor, Department of Sociology and Social Anthropology, Dalhousie University. Waterloo Regional Police Service: Matthew Torigian, Chief of Police. Department of Public Safety and Emergency Preparedness: Mark Potter, Director General, Policing Policy Directorate, Law Enforcement and Policing Branch; Rachel Huggins, Acting Director, RCMP Policy.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Tuesday, May 29, 2012, the Committee resumed its study of the economics of policing.
 

Professor Murphy, by videoconference from Halifax, Nova Scotia, and Chief Torigian made statements and answered questions.

 

At 9:46 a.m., the sitting was suspended.

At 9:49 a.m., the sitting resumed.

 

Mark Potter made a statement and, with Rachel Huggins, answered questions.

 

At 10:35 a.m., the sitting was suspended.

At 10:36 a.m., the sitting resumed in camera.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That the Committee resume its business after the summer adjournment.

 

At 10:39 a.m., the Committee adjourned to the call of the Chair.
