The Standing Committee on Public Safety and National Security met at 8:47 a.m. this day, in Room 306, La Promenade Building, the Chair, Kevin Sorenson, presiding.

 

Members of the Committee present: Candice Bergen, Rosane Doré Lefebvre, Randall Garrison, Parm Gill, Hon. Laurie Hawn, Ryan Leef, Rick Norlock, LaVar Payne, John Rafferty, Jean Rousseau and Kevin Sorenson.

 

Acting Members present: Hon. Denis Coderre for Francis Scarpaleggia.

 

In attendance: Library of Parliament: Tanya Dupuis, Analyst; Christine Morris, Analyst.

 

Witnesses: As an individual: Yvon Dandurand, Criminologist, School of Criminology and Criminal Justice, University of the Fraser Valley. Canadian Association of Police Boards: Alok Mukherjee, President. As an individual: Hon. John Charles Major, C.C., Q.C, Puisne Judge of the Supreme Court of Canada, Retired. British Columbia Ministry of Justice: Clayton J.D. Pecknold, Assistant Deputy Minister and Director, Police Services, Policing and Security Programs Branch.

 
Pursuant to the Order of Reference of Tuesday, February 12, 2013, and the motion adopted by the Committee on Thursday, February 28, 2013, the Committee resumed consideration of Bill C-51, An Act to amend the Witness Protection Program Act and to make a consequential amendment to another Act.
 

Yvon Dandurand made a statement and, with Alok Mukherjee, answered questions.

 

At 9:47 a.m., the sitting was suspended.

At 9:48 a.m., the sitting resumed.

 

Mr. Justice Major and Clayton Pecknold made statements and answered questions.

 

At 10:44 a.m., the sitting was suspended.

At 10:44 a.m., the sitting resumed in camera.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That in relation to the study of Bill C-51, An Act to amend the Witness Protection Program Act and to make a consequential amendment to another Act, the proposed budget in the amount of $7,200 be adopted.

 

At 10:45 a.m., the Committee adjourned to the call of the Chair.
