The Standing Committee on Government Operations and Estimates met in a televised session at 3:31 p.m. this day, in Room 237-C, Centre Block, the Chair, Pat Martin, presiding.

Members of the Committee present: Scott Armstrong, Denis Blanchette, Kelly Block, Peter Braid, Ron Cannan, Linda Duncan, Jacques Gourde, Jean-François Larose, Pat Martin, Hon. John McCallum, Bernard Trottier and Mike Wallace.

In attendance: Library of Parliament: Tina Lise LeGresley, Analyst ; Alex Smith, Analyst.

Witnesses: As individuals: Peter DeVries, Consultant, Budgetary Affairs, 3D Policy; Peter C. Dobell, Founding Director, The Parliamentary Centre; Martin Ulrich, Independent Consultant.

Pursuant to Standing Order 108(3)(c)(vii) and the motion adopted by the Committee on Wednesday, February 1, 2012, the Committee resumed its study of the process for considering the estimates and supply.

Peter Dobell and Martin Ulrich made statements and answered questions.

At 4:34 p.m., the sitting was suspended.

At 4:37 p.m., the sitting resumed.

Peter DeVries made a statement and answered questions.

At 5:25 p.m., the sitting was suspended.

At 5:26 p.m., the Committee resumed sitting in camera.

It was agreed, — That the Committee, for its meeting of Monday, May 14, 2012, not study the 2012-2013 Main Estimates for the Department of the Environment, but rather devote the meeting to brainstorming for the purpose of giving drafting instructions to the analysts for the draft report on the study of the estimates and supply process.

At 5:37 p.m., the Committee adjourned to the call of the Chair.
