Wednesday, February 15, 2012

The Standing Committee on Government Operations and Estimates met in camera at 3:31 p.m. this day, in Room C-120, 1 Wellington Street, the Chair, Pat Martin, presiding.

Members of the Committee present: Scott Armstrong, Denis Blanchette, Kelly Block, Alexandre Boulerice, Peter Braid, Ron Cannan, Jacques Gourde, Pat Martin, Hon. John McCallum, Mathieu Ravignat, Bernard Trottier and Mike Wallace.

Acting Members present: Andrew Saxton for Scott Armstrong.

In attendance: Library of Parliament: Tina Lise LeGresley, Analyst ; Lindsay McGlashan, Analyst ; Alex Smith, Analyst.

Witnesses: Treasury Board Secretariat: Bill Matthews, Assistant Secretary, Expenditure Management Sector; Sally Thornton, Executive Director, Expenditure Operations and Estimates, Expenditure Management Sector; Kenneth Wheat, Senior Director, Estimates, Expenditure Management Sector; Marcia Santiago, Senior Director, Expenditure Management Sector, Expenditure Operations and Estimates Division.

Pursuant to Standing Order 108(3)(c)(vii) and the motion adopted by the Committee on Wednesday, February 1, 2012, the Committee resumed its study of the process for considering the estimates and supply.

It was agreed, — That Julie Samson, of the Treasury Board Secretariat, be authorized to attend this in camera meeting.

The Committee proceeded to the consideration of matters related to Committee business.

It was agreed, — That the clerk be authorized to take the necessary measures to organize a working meal with a delegation of the United Kingdom Public Administration Committee on Tuesday, February 28, 2012, at noon.

It was agreed, — That Committee analysts be instructed to prepare a summary of witness testimony to date regarding the study on the new entity Shared Services Canada; and that the summary be made available to members of the Committee only.

It was agreed, — That the Committee, for its meeting of Monday, February 27, 2012, on the review of the process for considering the estimates and supply, invite the Parliamentary Budget Officer, and Sahir Khan from that same office, to appear.

It was agreed, — That the Committee, for its meeting of Wednesday, February 29, 2012, on the review of the process for considering the estimates and supply invite the Auditor General and relevant officials to appear.

It was agreed, — That the Committee, respecting its study of the new entity Shared Services Canada invite Jean Thivierge of the Valcom Group to appear in the following weeks if the Committee’s agenda permits, or later when the Committee resumes this study.

It was agreed, — That the Committee set aside its meetings of Monday, March 12, 2012, and Wednesday, March 14, 2012, for the review of the process for considering the estimates and supply.

At 5:17 p.m., the Committee adjourned to the call of the Chair.
